Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project led by FHI 360 and funded by the Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. In Myanmar, the project provides strategic technical assistance to local partners for HIV service delivery toward improvements in HIV case-finding, prevention, treatment programming and viral load (VL) suppression among high-risk populations.
FHI 360 is seeking a Technical Officer (TO) to work closely with Senior Technical Advisor (STA) and EpiC Myanmar Project Team members to ensure financial, operational, technical, programmatic efficiency, compliance, and reporting. The TO will mainly assist STA in ensuring technical coherence of EpiC project in Myanmar and delivering technical assistance to local partners for improved HIV service delivery approaches. This position reports to STA of the EpiC Project in Myanmar.
The Technical Officer will contribute to the technical assistance work under the EpiC Myanmar project, ensuring alignment with recommended guidelines and the needs of sub-partners to deliver high-impact, quality-assured services. Working under the guidance of the Senior Technical Advisor, the incumbent will play a key role in supporting the development of EpiC Myanmarโs core technical strategies and knowledge management processes.
Key Responsibilities:
The Technical Officer will:
Assist the Senior Technical Advisor (STA) to compile and document best practices and lessons learned for the project and its partners.
Assist STA in planning, organizing and execution of the training events or technical updates sharing sessions for the partners in accordance with the periodical updates both regional and global resources from respective EpiC technical backstops.
Monitor and maintain protocols, guidelines, manuals, job aids, and training materials under the supervision of STA.
Work closely with the Program Team and project partners to ensure technical coherence across the EpiC project including subaward strategies and activites.
Strengthen service promotion, improve quality and linkage of high-risk populations to HIV testing, counseling, and care and treatment services.
Conduct technical support visits to partners together with other Epic team members. And provide feedback and recommendations to partners in technical aspects.
Work with Strategic Information Team to review data and make data-driven technical recommendations.
Perform other duties as assigned.
Minimum Qualifications:
Bachelor Degree in health, public health, epidemiology, social work or other relevant disciplines.
Minimum three years of experience with activities/projects involving HIV care and support, and/or community outreach related to high-risk populations.
Strong knowledge of the HIV service landscape relevant to high-risks populations in Myanmar
Experience in providing technical assistance to local organizations through different methods.
Experience or understanding of knowledge management products or tools with innovation, designing, crafting, communication and proper documentation.
Fluency in interpersonal, writing and oral presentation skills in English.
Preferred Qualifications:
Myanmar national
Advanced level of Myanmar language is strongly preferred.
Prior experience working in non-profit sector
Experience or knowledge of community-based organizations related to high-risk populations
Previous working experience on HIV programs funded by international donors such as Global Fund and USAID would be regarded as an asset.
