Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project led by FHI 360 and funded by the Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. In Myanmar, the project provides strategic technical assistance to local partners for HIV service delivery toward improvements in HIV case-finding, prevention, treatment programming and viral load (VL) suppression among high-risk populations.
FHI 360 is seeking a Strategic Information Officer (SIO) to work closely with Strategic Information Manager (SIM) and EpiC Myanmar Project Team members to ensure financial, operational, technical, programmatic efficiency, compliance, and reporting. The SIO will mainly assist SIM in project monitoring and providing support to local partners in Myanmar to strengthen data management. This position reports to the Strategic Information Manager (SIM) of the EpiC Project in Myanmar.
Key Responsibilities:
The Strategic Information Officer will:
Work with partners to monitor, document and analyze the performance of their HIV services and activities, and ensure data quality.
Collect and verify data from partners, and maintain supporting documents.
Monitor the implementation and data quality of subawards through regular visits, discussions and check-in calls.
Provide technical support to local partners to strengthen their M&E capacity.
Assist the SIM to analyze data and share findings with the Program Team and the Technical Team.
Assist the SIM in data tracking, data verification, data compilation, preparing reports, data management, data entry (monthly, quarterly, ad-hoc) and maintenance of records.
Assist the SIM for carrying out Data Quality Assurance activities.
Assist in the development of tools for M & E if necessary.
Collaborate with Technical, Financial, and Program teams to ensure effective sub-grant management and monitoring of EpiC Myanmar project activities.
Works closely with the Program Team for monitoring and documentation of subaward activities, achievements, success stories, best practices and lessons learned.
Coordinate with partners to facilitate the Data Quality Assessment (DQA) or other assessments carried out by external evaluators.
Perform other relevant duties as assigned.
Minimum Qualifications:
A Bachelor's degree in a relevant field such as Public Health, Social Sciences, Monitoring and Evaluation, Statistics or other related areas
Minimum three years of experience in monitoring, evaluation, data analysis or data management related to HIV/AIDS programs and/or community outreach related to high-risk populations
Understanding of data systems, HIV-related issues, trends, and interventions in the context of Myanmar
Demonstrated expertise in data analysis, managing spreadsheets
Good analytical skills and the ability to use data for decision making
Good written, oral, and presentation skills in English
Strong interpersonal skills in supporting facilitation and stakeholder coordination efforts
Preferred Qualifications:
Myanmar national
Prior experience working with data for projects funded by international donors such as Global Fund and USAID
Knowledge of commonly software applications related to surveys, data management and data visualization
Understanding of local community-based organizations working with high-risk populations
