Position Title: Technical Officer, Strategic Information
Location: Abuja, Nigeria
Supervisor: Associate Director, Strategic Information
Basic Function
The Technical Officer, Strategic Information (SI) under the supervision of the Associate Director, Strategic Information will assist in the design, implementation, and supervision of Monitoring, Evaluation and Learning (MEL) activities at all levels of organizational implementation. The position will apply advanced statistical and epidemiological methods to analyze large and complex data sets to improve program implementation and strategy optimization through data-driven feedback.
Duties and responsibilities
- Monitor KPIs to ensure that the quality of MEL activities adheres to the project implementation strategy.
- Ensure the correct monitoring and implementation of the organizational MEL plans and strategies, and adherence to standard operating procedures (SOPs) for public health interventions.
- Assist in the design, coordination, and implementation of monitoring and evaluation activities at national, state, and local government levels.
- Ensure project activities are on track with work plans, with technical expertise informing project implementation.
- Develop and implement learning mechanisms to capture and share best practices in program monitoring and partner insights.
- Develop data collection tools to capture and track the contribution of health facilities within the project towards the meeting of project targets and to better showcase achievements.
- Conduct advanced data analysis, including statistical modeling, epidemiological trend analysis, and predictive analytics to identify key program drivers and inform decision-making.
- Conduct data quality assessments, deep-dive analytical models, and develop data visualization models and forecasting to identify areas for improvement and propose appropriate technical strategies and guidelines
- Analyze large datasets to improve program implementation and optimize strategies through data-driven feedback.
- Provide support on strengthening health information systems through strategic information processes and innovations that support all technical counterparts at both country and state offices, the Government of Nigeria, and the donor.
- Develop or write technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
- Strengthen relationships with stakeholders to provide relevant MEL guidance tailored to their needs.
- Participate in cross-functional initiatives, including site visits, to integrate strategic information perspectives into program development.
- Assist with developing proposal strategies
Knowledge, Skills & Attributes
- Knowledge of health and development programs in developing countries in general and Nigeria specifically.
- Proficiency with database management software. e.g. DHIS2.
- Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives. e.g. Global Health Security, etc.
- Knowledge of Nigerian clinical and public health settings, including government and non-government settings.
- Sensitivity to cultural differences and understanding of the political, contextual, and ethical issues in Nigeria.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- Proficiency in deep dive analytical skills, interpreting data, identifying errors, and preparing reports.
- Must be able to read, write, and speak fluent English.
- Demonstrated proficiency with using the Microsoft Office suite, especially data analytical and visualization software such as Excel, Power BI, etc.
- Proficiency in statistical and analytical software such as R, Stata, SPSS, or Python.
- Experience with epidemiological study design, data modeling, and surveillance data analysis.
- Ability to design and provide tech-driven solutions towards strengthening health information systems.
- Experience with developing and implementing data quality assurance procedures.
- Strong understanding of quantitative and qualitative research methods, and ability to translate data insights into actionable recommendations.
- Ability to travel within Nigeria 25% time.
Qualifications and Requirements
- Ph.D./MBBS/MD with 1 to 3 years of relevant experience in public or clinical health.
- MSc/MA in Basic Medical Sciences, BioStatistics, Epidemiology, Data Science, Pharmacy, or related field or a similar degree with 3 to 5 years of relevant experience in public or clinical health.
- BSc/BA in Basic Medical Sciences, Statistics, Epidemiology, Public Health, Mathematics, Pharmacy, or a similar degree with 5 to 7 years relevant experience in public or clinical health.
- Experience in state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
- Prior work experience in a non-governmental organization (NGO), and familiarity with Nigerian public or private sector health systems.
- Demonstrated experience applying statistical and epidemiological methods to real-world public health data.
- Knowledge of advanced statistical methods and software will be an advantage.
- Knowledge of programming (coding) will be an advantage. e.g., SQL, etc.
