Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Government and U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.
Job Summary:
Working under the direction of EpiC Haiti Project Director, the Associate Director (AD) for project management is responsible for project management activities on EpiC Haiti HIV project. The AD provides guidance for implementation within the EpiC project framework, government policies and strategies, and in compliance with donor/funder regulations. The AD works with EpiC Haiti project team to ensure continued high performance and responsiveness to changing needs and opportunities. The AD works closely and collaboratively with the various departments of FHI 360 and EpiC in Haiti and at headquarters to support the project. S/he also plays a key role in coordinating with local partners and national stakeholders.
**The position will be based in Port-au-Prince, Haiti and work out of the FHI 360 Country office. Strong preference for Haitian national candidates.
Accountabilities:
Under the leadership and guidance from the EpiC Project Director, the AD will:
โ Provide leadership and management support on the EpiC Haiti HIV project, ensuring strategically coherent project direction and compliance with and donor regulations.
โ Coordinate with finance and grants management colleagues to ensure sound budget management, expense control and timely contractual documentation.
โ Coordinate with other members of the team on appropriate management, compliance, and performance standards, as well as effective systems for budget management, knowledge management and risk management associated with the projects assigned to the project
โ Mitigate any potential risk by collaborating with the finance and grants management staff to ensure that EpiC Haiti technical and program staff fully understand financial and administrative processes involved in project budget cycles.
โ Lead coordination and negotiations of subaward scopes and budgets with local implementation partners to ensure quality HIV programming in compliance with donor and FHI 360 rules and regulations.
โ Conduct monitoring visits to Haiti local implementing partners and implementation sites to ensure donor compliance and quality project implementation.
โ Develop a sound understanding of the project to be able to professionally represent the organization to implementing partners, the government, and donors
โ Forge and maintain solid cooperation with partner organizations through regular communication, cooperation and, where appropriate, joint decision-making.
โ Continually seek out ways to build the capacities of the project team members, individually and collectively.
โ Support programming staff to collect, document and disseminate lessons learned and best practices, incorporating these into new project design.
โ Participate and contribute to coordination with EpiC HQ colleagues
โ Performs other duties as assigned.
Applied Knowledge & Skills:
โ Effective knowledge of design, implementation, and management of global health projects funded by US government or other international donors in Haiti.
โ Knowledge of various funding mechanisms, general contracting, and reporting requirements
โ Knowledge of USG and PEPFAR rules and requirements, and reporting systems.
โ Skills in ensuring program coordination with national and departmental level health authorities in Haiti
โ Strong knowledge and capacity to navigate Haiti complex security environment.
โ Strong written and verbal communication skills.
โ Demonstrated capacity to anticipate and troubleshoot programmatic and compliance issues, and to escalate to senior management as needed.
Education:
โ Bachelor's Degree or its International Equivalent in health or related field required.
โ Masterโs Degree or equivalent is preferred.
Experience:
โ Requires 10+ years of relevant experience in project management and technical oversight, (including 3+ years of line management experience).
โ Demonstrated experience in project management and implementation for projects in Haiti, HIV including prevention, care and treatment with all populations.
โ Previous experience working with USG funding and PEPFAR support projects.
โ Experience working in and/or with Haitien non-governmental organization (NGO) and government stakeholders including health authorities.
Other Requirements:
โ Ability to travel within Haiti and internationally if needed.
โ Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
โ Ability to sit and stand for extended periods of time.
โ Ability to lift/move up to 5 lbs.
โ Language skills: Fluent French and Creole required. Advanced English preferred
