Organizational Unit

Technical Coordination and GFCS support (TCG) unit

DUTIES AND RESPONSIBILITIES

Under the supervision of the TCG Project manager the incumbent will perform the following duties:

Assessment on climate service and MHEWS and project proposal:
- Carry out a desk review, and in-country interviews to assess the national capacities and requirements on climate, hydrometeorological and warning services for priority sectors (disaster risk reduction, agriculture, health and energy);

- Provide a brief analysis and framework to evaluate the socio-economic benefit of improved climate and warning services in Cuba;

- Support INSMET (NMS) and national institutions related to warning services in developing a draft project proposal with an action plan for the improvement and development of climate services, MHEWS and national DRR strategies.

Coordination support for CREWS ASW Cuba:
- Support the coordination of CREWS Accelerated support window (ASW) Cuba project, including follow up the implementation of activities to improve climate, meteorological and hydrological systems and information for energy and DRR sectors;

- Contribute to revise reports and deliverables provided by the project stakeholders.
QUALIFICATIONS
Education
Masterโ€™s degree in climatology, hydrometeorology, disasters risk reduction or related fields.
Experience
- Knowledge of WMO support to improve development of climate, hydrometerological and national warning services.

- Experience (minimum 10 years) in developing successfully approved project proposals to enhance NMHS and DRR capabilities.

- Experience in the implementation of climate or hydrometeorological projects in the Caribbean and Latin America.

- Knowledge of socio-economic benefit analysis of climate and warning services.
Other requirements
- Sense of responsibility, flexibility, maturity of judgement, initiative, originality of ideas and ability to work independently and in a team.

- Ability to travel to Cuba.

- Ability to write and synthesize technical and scientific documents.

Languages
Excellent knowledge of Spanish and English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Proposed Fee: 390 - 560 USD per day depending upon experience, knowledge and skills.
