DUTIES AND RESPONSIBILITIES
OBJECTIVES OF THE CONSULTANCY:
The consultant will be responsible for developing a SCORM-compliant, self-paced e-learning course on Business Continuity Management (BCM) to be hosted on the WMO Moodle platform, based on existing technical content provided by WMO subject matter experts.
The course aims to strengthen the capacity of National Meteorological and Hydrological Services (NMHSs) and related institutions to maintain critical service delivery and operational resilience before, during, and after disruptions.
DUTIES AND RESPONSIBILITIES:
The consultant will:
1. Review existing BCM training materials, case studies, and scripts developed by the WMO Task Team on BCM.
2. Design and develop an interactive, multimedia-rich instructional format for an online self-paced course.
3. Transform content into a SCORM-compliant e-learning product, incorporating scenario-based exercises, quizzes, and visual assets.
4. Ensure technical functionality, accessibility, and seamless integration with the WMO Moodle platform.
5. Collaborate with WMO staff, subject matter experts, and the Education and Training Office throughout the development and review process. This may include online and in-person consultation which may require travel.
DELIVERABLES:
1. Inception report detailing instructional design, visual approach, and timeline.
2. Draft SCORM-compliant course modules with full content and interactivity.
3. Finalized e-learning course ready for deployment on the WMO Moodle platform.
QUALIFICATIONS
Education
A university degree (bachelor's or master's) in instructional design, digital illustration, or a related field.
Experience
At least 3 years of experience in instructional design and e-learning course development.
Other requirements
Knowledge & Skills:
- Proficiency in using tools such as Articulate Storyline (the applicant must have their own licence if Articulate Storyline is required for the ID's work), Adobe Captivate, H5P, or similar software for developing SCORM-compliant learning content.
- Strong skills in creating engaging visual, audio, and video learning materials, including infographics, animations, and interactive activities.
- Understanding of SCORM and xAPI standards, accessibility guidelines (e.g., WCAG 2.1), and best practices for responsive e-learning design.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
