We seek people with military, police or civilian background to serve in functions at three different levels:
Leadership roles (Heads and deputy heads of mission, Chief of Staff, senior functions) Thematic advisers/experts (DDR, SSR, Human Rights, Gender, Protection of Civilians, etc.) Operational level (Observers, monitors, reporting and liaison officers)ยNORCAP supports missions varying from months to multi-year. Our NORCAP team matches the requirements in the terms of reference for each mission with the Expert profile and availability.ย ย
The aim of each mission is identified by the partner agency with a Terms of Reference (ToR), in line with the Peace Operations Strategyโs main objective. The selected and secondedย ย Expert will be responsible for achieving the objectives of the mission they are assigned to.ย ย
Possible duties and responsibilities
The Experts will work under the overall supervision of the receiving partner agency; the responsibilities will be listed as part of the mission ToR with regular follow-ups from NORCAP.ย
Common tasks include:ย
Education:
A first-level university degree in Political Sciences, Social Sciences, Human Rights, Law, International Relations, Public Policy, Security studies, Risk, Disaster or Emergency Management, or any other related field(s). A graduation of a National Military or Police Academy will be a plus.ย
Qualifications and experience required:
A minimum of four years of relevant, diversified and progressively responsible professional experience in an international or national environment in any of the following fields: political and security issues, dialogue facilitation, human rights, fundamental freedoms and minority issues, police and military affairs, or reporting and analysis.ย Negotiating experience, preferably in a monitoring operation and/or related activities.ย Strong analysis and report-writing skills.ย Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, different professional experiences, and diverse political views, while maintaining impartiality and objectivity.ย Ability to integrate a gender perspective into tasks and activities.ย Ability to assess the situation and react rapidly, taking appropriate action; capability to translate events into concise and accurate oral and written reports.ย Professional fluency in the English language, both oral and written.ย Readiness to deploy to various locations.ย Possession of a valid automobile driving license for a minimum of one year and ability to drive using a manual transmission.ย Ability to operate Windows applications including word processing and email.ยQualifications and experience desirable:ย
Working knowledge of an additional language, such as French, Spanish, Ukrainian or Russian language(s). Experience in the monitoring of ceasefire regimes and/or identification of weapons systems.ย Experience in working in conflict or post conflict settings.ย Program or project management experience. Possession of 'Class C' driving license and experience in off-road (4WD) driving.ยRequired competencies:ย
