Background
NRC implements ICLA/Protection programmes in Yemen, including in Lahj, Taiz, Marib, and Abyan, where conflict and repeated displacement continue to limit IDPsโ access to safe and quality protection and legal services. The protracted humanitarian crisis has left displaced populations highly vulnerable and exposed to protection risks.
As part of the ICLA/Protection team at the Community Resource Center (CRC), the ICLA/ protection assistant supports programme implementation by monitoring ICLA/Protection activities and collecting, verifying, and reporting accurate field-level data under supervision.
Roles and responsibilities
As part of the ICLA/Protection Department, the assistant supports the monitoring, documentation, and quality assurance of all protection and legal assistance activities implemented within the Community Resource Center (CRC). The role ensures that ICLA/Protection services are delivered in accordance with NRC standards, protection principles, and accountability commitments, while contributing to accurate data collection and reporting to inform programme decision-making.
Generic Responsibilities
Adhere to NRC policies, tools, SOPs, handbooks, and protection and safeguarding guidelines at all times.
Support the implementation and monitoring of ICLA/Protection activities in line with approved work plans and project objectives.
Collect accurate data related to legal counselling, HLP, legal documentation and civil registration (LCD), protection desk activities, awareness sessions, and referrals.
Support updating service tracking sheets, beneficiary lists, and CRC activity records.
Assist in maintaining organized, confidential databases, trackers, and paper files related to ICLA/Protection activities.
Verify the accuracy, completeness, and consistency of field data through routine checks and follow-ups.
Support the preparation of daily, weekly, and monthly monitoring summaries and reports for the ICLA/Protection Team Leader.
Assist during assessments, monitoring visits, post-activity follow-ups, and evaluations related to ICLA/Protection services.
Ensure full compliance with NRC policies, guidance, and procedures, particularly those related to protection, confidentiality, informed consent, and data protection.
Specific responsibilities:
โข ย Conduct routine monitoring visits within the CRC to observe and document ICLA/Protection activities.
โข Monitor the quality, appropriateness, and timeliness of legal counselling, HLP case support, LCD services, protection information, and internal and external referral processes.
โข Facilitate and track referrals to relevant NRC programmes (e.g. Shelter, WASH, Education, LFS) and external service providers, ensuring follow-up and closure in accordance with referral pathways.
โข Ensure services are delivered in line with NRC SOPs, protection principles (do no harm, confidentiality, safety, dignity), and AAP commitments.
โข Collect and submit completed monitoring tools, attendance sheets, and daily field notes in aย timely manner.
โข Identify and report protection risks, safeguarding concerns, or breaches of the Code of Conduct through established reporting mechanisms.
โข Support the proper filing, archiving, and organization of ICLA/Protection data and documentation within the CRC.
โข Coordinate closely with ICLA/Protection Officers, CRC staff, Shelter and WASH teams, and outreach staff to support integrated service delivery and effective referrals.
โข Support the use of feedback and complaints mechanisms and report trends or concerns to the ICLA/Protection team.Generic professional competencies
