What we are looking for

Strong background and experience in Humanitarian Access and safety within the humanitarian sector, with experience from working in complex,ย fluidย and volatile contexts. ย Prior work experience at the country (field) level, with programme implementation as a plus.

What you will do

The Humanitarian Access and Safety (HAS) function enables a principled humanitarian response delivered safely for staff, partners, and communities. In Yemen, the operating environmentย remainsย highly complex, requiring strong security risk management, clear internal communication, and consistent application of global HAS standards.ย 

To strengthen compliance with global requirements and build sustainable country-level capacity, NRC will deploy a dedicated Humanitarian Access and Safety Adviser for a fixed period of one year. The role is designed to provide senior technical oversight, quality assurance, and structured capacity building to the Yemen Country Office HAS function, while line-managing and mentoring the Country HAS Manager.ย 

Key responsibilities;

Provide senior technical oversight and quality assurance for the implementation of the NRC Global Humanitarian Access and Safety (HAS) Management System in Yemen.ย 

Provide advisory and review support to the development of access strategies led by the Country HAS Manager and Access colleagues, promoting a systematised approach to engagement and coordination.ย 

Promote and reinforce a culture of safe, principled, and risk-informed humanitarian action in line with NRC values, Humanitarian Principles, and Programme Criticality.ย 

Line-manage and support the Country HAS Manager, with a primary focus on mentoring, capacity strengthening, accountability, and professional development.ย 

Ensure country-level compliance with NRC global HAS policies, procedures,ย Minimumย Operating Standards (MOS), and Access Minimum Standards (AMS).ย 

Strengthen the quality, consistency, and timeliness of HAS analysis, documentation, and reporting to country, regional, and global stakeholders.ย 

Provide advisory support to the Country Director and Country Management Group on HAS-related risks, systemic gaps, and compliance issues.ย 

Foster learning, reflection, and continuous improvement within the HAS function through coaching, feedback, and structured follow-up.ย 

Ensure adherence to NRC policies, guidance, and procedures, with specific responsibility for HAS-related standards and frameworks.ย 

What you will bring

Minimumย fiveย years of experience from working in Access and/or Security Management in the humanitarian/recover context, with prior work experience at the country (field) level, with programme implementation as a plus.ย 

Experience or qualifications in humanitarian access and negotiations. Advanced knowledge ofย principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination.

Strong understanding of Humanitarian Principles and their application in programmatic and advocacy responses, and experience in risk management for implementing partners.

Previousย experience from working in complex,ย fluidย and volatile contexts. ย 

Remote management experience, prior experienceย in people development and capacity building.

Experience working in Yemen is an added advantage.

Strong interpersonal and communication skills.ย Adaptable and flexible in approach.

Aware of cultural sensitivities and capable of appreciating diversity at the work environment.

Fluency in English, both written and verbal. Workingย proficiencyย inย Arabic, both written and verbal is highly preferred.

What we offer

Duty station: Aden or Sanaa Yemen.ย ย 

Contract: 12 months.

Travel: 40% travel in-country.
