We are looking for a Shelter & WASH Officer in Nablus to support the planning and implementation of Shelter and WASH activities, including field assessments, cash-based interventions, project tools, budget and contractor monitoring, and quality control. The role ensures integration of protection, gender, AAP, environmental considerations, and compliance with NRC standards, while contributing to emergency response, coordination with partners, community feedback mechanisms, and safe field operations.
Generic Responsibilities:
Implementation delegated Shelter/WASH portfolio according to plan of action.Implement independently procedures and activities within own function or core competency as delegated.
Responsible for organizing and delivering tasks in line with priorities and standards.
Provide suggestions and showcase initiative in day-to-day problem solving in line with agreed procedures, priorities and standards.
Prepare and develop status reports as required by management.ย
Cooperate with relevant partners, WASH and Shelter clusters, and local authorities in line with project activities.ย Conduct regular monitoring field visits and participate actively in the overall project monitoring process.ยSpecific Responsibilities:
Support the Shelter & WASH team in the development of Shelter & WASH implementation projects and work plan (technical assessments, accurate drawings, reports, scope of work, Bill of Quantities).ย Conduct field assessments and report field level progress in implemented activities based on implementation work plan.ยSupport Shelter and WASH cash-based modalities including Cash for Rent, Cash for WASH, Cash for Shelter Rehabilitation, etc, ensuring compliance with related SoPs and minimum standards.ย
Support in the preparation of project tools (beneficiary selection, assessment, ranking, scoring, logframe, MEAL and targets) and tender process documentsย In collaboration with Shelter &WASH Coordinator, monitor project budgets by regularly comparing planned vs. actual expenditures, ensuring alignment with work plans and donor requirements. Identify and report variances promptly, proposing corrective actions to maintain efficient and timely implementation.ย Build and maintain relevant strong relationships with government, UN, and INGO actors for strategic and programmatic purposesย Ensure technical quality control in implementation, both at household and community level.ย Review /approve implementation measurement sheets and review/check contractorโ invoices.ยGeneric Professional Competencies:
Bachelor's degree in water and sanitation engineering, civil engineering, or relevant technical WASH and Shelter specialization; appropriate certification and technical training desirable.
At least 1-2 years of work experience with designing and implementing emergency and/or humanitarian programming targeting vulnerable communities and internally displaced population.
Working knowledge and understanding of WASH and Shelter sector and its hardware and software components.
Experience in emergency program implementation, tracking the progress, reporting against the agreed indicators.
Experience in emergency and early recovery phases, including assessments and the design and delivery of effective Wash and Shelter interventions in humanitarian and development contexts.

Context Related Skills, Knowledge And Experience:
Ability to work under pressure, independently and with limited supervision.
Fluency in English and Arabic.
Experience in mobile data collection systems.
