What you will do
The purpose of the Global Roving Emergencyย Education Specialist position is technical development of Education, strategic direction and quality assurance. The position is responsible for developing Education strategy and quality control at country level. This includes mentoring, training and capacity building staff to build their technical expertise in Education programming. ย
The main purpose of the Global Roving Emergency Education Specialist position is, but not limited, to: ย
Support country office start-up.
Support first phase education response in existing country offices.
Gap fillingย if a critical gap exists.
Providing in-country support with the design, reaching results and capacity development components of education programming. ย
The Global Roving Emergencyย Education Specialist will undertake short-term deployments, up to 6 months, to different NRC country operations. All deployments will be to crisis and conflict contexts. ย The postholder may also fill the role as Education Programme Development Manager (Education PDM) at country office level. ย
Key responsibilities:
Develop education strategy, technical guidance and Macro logframes that are aligned with NRCโs Global Education Strategy, regional strategy and priorities. ย Contribute to fundraising, develop and revise funding proposal, budgets and donor reports. Identify trends, technical standards and donor priorities.Provide technical direction and project implementation support. ย Follow up on compliance with contractual commitments within education, ensure high technical quality and synergies in project implementation.Contribute to Monitoring and Evaluation (M&E), using M&E data to adapt programming where needed ensure that key learnings are extracted from education implementation, and incorporate them in education and staff development processes. ย Work jointly with other Core Competencies (including Information, Counselling and Legal Assistance; Shelter, WASH to address barriers to education and ensure high quality, safe and inclusive services.Contribute to the institutionalization of cash-based interventions and market-based programmes though capacity building, guidance and SOP development and interdepartmental engagement. ย Provide systematic training and build capacity of technical staff on identified technical areas in Education programming, including approaches including cash-based interventions and market-based programme. ย Compliance and adherence to NRC policies, guidance and procedures, a specific responsibility for the functionโs policies and procedures.ย Line management responsibilities when deployed as Education PDM including performance management, workforce planning, duty of care and development of staff.ย Represent NRC in relevant forums/clusters, including with national authorities and donors. ย Promote the rights of IDPs/returnees in line with the advocacy strategyยWhat you will bringย
Minimum 4 years of experience within education in a humanitarian/recovery context.ย
Education technical expertise with experience in development and implementation of policy/strategic guidance, and practical tools and resources.ย
Experience from working in complex and volatile contexts (international) with First-Line Education Responseย expertise.ย
Experience with start-up,ย scale-upย or medium to large scale emergencies.ย
Fluency in English and French or Spanish, both written and verbal. ย
Adaptability, resilience with great interpersonal skills.
