  1. Role and responsibilities

    The purpose of the Shelter-WaSH Coordinator position is to implement delegated Shelter-WaSH project portfolio in East and south - Libya. The following is a brief description of the role. There are three positions open in NRC areas offices and sub areas in the East and South parts of Libya. Projects in these areas are delivered through direct implementation.

    Generic responsibilities

  2. Line management ofย Shelter-WaSH projects team leaders in East region (Benghazi/Derna) and South (Sabha) area offices
Ensure adherence to NRC policies, tools, handbooks and guidelines. Contribute to Shelter-WaSH national strategies development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes. Manage and implement delegated portfolio of Shelter-WaSH projects (activities, budget and project documentation) as delegated from PM or PDM in line with proposals, strategies and donor requirements, and ensure high technical quality. Provide regular progress reports to Project Manager. ย ย ย ย ย  Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist (technique or methodological). Promote and share ideas for improvement and necessary changes in the activities (Better impact, quality, efficiency, sustainability). Ensure capacity building of project staff and transfer key skills.ย  Liaise and collaborate with relevant local authorities and other key stakeholders.

Specific responsibilitiesย 

Line Management.ย Responsible for the line management ofย Shelter-WaSH projects team leaders and Shelter Technical Officer for energy access (in Benghazi area only).ย  Strategy Development. Support the Shelter Project manager and the CC specialist in developing and/or revising the Core Competency Strategies for Shelter and or WaSH by providing Area-level analysis and recommendations for needs and response options. Project Implementation.ย As delegated by line manager, responsible for supporting the successful implementation of all Shelter/WaSH projects delivered through direct led modalities throughout the full project cycle. Technical Quality. Responsible for supporting technical quality in accordance with the agreed NRC Libya Country and CC Strategies, tools and guidelines. This includes โ€“ but is not limited to - ensuring the compliance of all Shelter projects with Housing, Land and Property (HLP) requirements, WaSH projects, meaningful consultation with affected populations throughout the project-cycle, needs-based targeting and selection, and integration with other Core Competencies (where relevant).ย  Assessments. As delegated by line-manager, responsible for supporting Shelter and Wash technical components of Area Office-level needs assessment. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments (including BoQs).ย  Protection Mainstreaming.ย Responsible for supporting protection mainstreaming in all Shelter and WaSH related activities throughout the project-cycle. This includes โ€“ but is not limited to โ€“ ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRCโ€™s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines. Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of NRC Shelter and WaSH related activities, including information management and archiving. This will include - but is not limited to โ€“ the successful implementation of construction/process, output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Libya M&E Strategy, tools and guidelines.ย  Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC Shelter and WaSH Area-level achievements through all relevant reporting mechanisms. This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GOORS), donor reports and inter-agency reporting of achievements (E.g. 4Ws). Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter and WaSH project team, within other Core Competencies and with the Support Team. This includes โ€“ but is not limited to โ€“ the Shelter and the Housing, Land and Property (HLP) staff and WaSH Officer.ย

Generic professional competencies for this position:ย 

University degree (BAC + 3) in civil engineering, architect or equivalent. Minimum experience of 3 years in a senior position in the implementation of a WASH and Shelter projects. Documented results in relation to job responsibilities Technical knowledge of WASH both hardware and software and preferably experience with Shelter activities. Experience in project planning, implementation, and monitoring Experience in emergency response and scale up programming. Experience in training design and facilitation. Previous experience of working in complex and volatile contexts. Adequate knowledge of data management and monitoring and evaluation skills. Fluency in English, both written and spoken. Fluency in Arabic, both written and verbal.

Context related skills, knowledge and experienceย 

Knowledge of the context in Libya. Experience supervising construction projects. Experience communicating effectively with stakeholders and communities. Technical knowledge and experience of the behaviour change process in a humanitarian context. Understanding and experience of donor requirements and reporting A proven financial management skills.
