What we are looking for
Background in leading, designing and managing the implementation of large and/or multi-sectoral projects in a humanitarian/protracted crisis or development context. Subject matter expertise in livelihoods and economic empowerment programming, youth employment, Business development/MSME Strengthening, Cash for Work programming.
Experience working with the Youth, Women and CBOs with contextual knowledge of the West Bank area.
Experience implementing through partners as well as experience with BMZ or other development donors is an added advantage.

What you will be doing
The Program Manager will be responsible for the overall operational and technical leadership of the project entitled โEnhancing Economic Resilience through Skills Development and Income Generation Support in the West Bankโ. The project is funded from The Federal Ministry for Economic Cooperation and Development (BMZ). ย
The overall objective of the project is to strengthen the resilience of vulnerable displacement-affected Palestinians and highly vulnerable host community members in the West Bank to recurring economic, social and protection shocks, while gaining equitable access to sustainable livelihood pathways.ย
The project will empower youth and small business owners to understand and exercise their rights and to access legal protection related to employment and self-employment. The intervention will contribute to immediate support through income generation, decent work, and promote self-reliance by improving access to sustainable livelihoods and inclusive economic participation.ย
Key responsibilities:
Lead on project development and implementation in line with NRCโs global strategic objectives and priorities. Oversee project implementation, ensuring the project meets desired goals and objectives, through active management of budgets, spending plans, procurement, and donor reporting.ย
Work collaboratively with all relevant colleagues at area, country, and regional level to set and carry out a clear strategic direction for the project.
Contribute to the engagement and liaison with the donor, including regular review meetings, involving other staff as relevant. Ensure timely and quality financial and narrative reporting and provide regular inputs to quarterly reports and annual reports in line with NRC and donor procedures and guidelines.
Develop SoPs, tools and guidance notes required for the project, ensuring these are integrated and in line with both NRC policy and donor requirements. Ensure compliance and adherence to NRC policies, guidance, and procedures as well as the terms of the grant agreement, including donor standards and reporting requirements.
Coordinate overall project implementation, involving and drawing on the expertise of specialists, support teams, partners and implementing teams, ensuring the regular flow of relevant information and updates.ย Coordinate with the other BMZ funded organization via the participation to regular and ad hoc coordination and technical meetings.ย
Ensure integrated programming with the Education and ICLA team.ย
Facilitate learning throughout the project cycle, adapting and improving project design and implementation approaches throughout the life of the project.
Line manage and lead capacity building of related project staff.
Liaise with relevant partner organisations, coordination bodies, government bodies and municipal authority stakeholders to build buy in, ownership and to promote NRCโs accountability for deliverables and contribute actively to external humanitarian and recovery coordination mechanisms wherever relevant.
What you will bring
A Bachelorโs degree in a relevant field.
Experience in a senior project management position working in consortia, partnerships, or equivalent structures, with responsibility for programming in a humanitarian/protracted crisis or development context.
Minimum 4 yearsโ experience in developing and leading large, multi-sectoral and complex projects (similar project).
Experience of transitioning from emergency to longer-term development programming.
Experience in livelihoods and economic empowerment programming.
Experience with BMZ or other development donors.
Experience in capacity building technical teams.
Experience in working in complex and volatile contexts.
Fluency in English and Arabic, both written and verbal.
Context-specific skills, knowledge, and experience:
Experience in youth employment, business development / MSME strengthening, Cash-for-work, vocational training, and income-generation activities.ย
Experience in protection mainstreaming, especially legal protection related to employment.
Experience in promoting and mainstreaming community cohesion and community engagement.
Experience in delivering needs-based programming targeting displacement-affected vulnerable Palestinian youth and community members in the West Bank.
Experience in delivering gender sensitive, inclusive, and safe programming.ย
