1. Role and responsibilities

The Information, Counselling and Legal Assistance (ICLA) Coordinator will be responsible for the implementation of the delegated ICLA project portfolio in Moldova. The ICLA Coordinator will manage the ICLA team, ensure capacity building and transferring of key skills. The ICLA Coordinator will oversee legal service and capacity building delivery and ensure quality and alignment with NRC strategies and procedures.

Generic responsibilities:

1. Line management of ICLA project field staff.
2. Adherence to NRC policies, guidance and procedures.
3. Contributes to ICLA strategy development, project proposals drafting and provides inputs on needs and gaps.
4. Manages and implements delegated portfolio of ICLA projects (activities, work plans, strict adherence to timelines, budgets and project documentation) as delegated by the ICLA PDM in line with proposals, strategies and donor requirements.
5. Provides regular progress reports to the ICLA PDM.
6. Ensures that projects target individuals most in need of protection, explores and assesses new and better ways to assist.
7. Promotes and shares ideas for improvement and necessary changes in the activities.
8. Ensures capacity building of project staff and transfer of key skills.
9. Contribute to specific protection risks and needs analyses.
10. Ensure proper filing of all project documents.
11. Liaise and collaborate with relevant local authorities and other key stakeholders.
12. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within NRC and amongst project participants supported by NRC.
13. Contributes to the implementation of Safe and Inclusive Programming (SIP) minimum standards across all areas of work.
14. Support the integration of SIP Elements into technical documents (e.g. assessments, guidance notes, tools etc)
15. Support the monitoring of project activities to ensure safety and inclusion as per the relevant guidance and COs Action Plan.

Specific responsibilities:

1. Coordinates the implementation of ICLA field activities, in collaboration with the ICLA PDM.ย 
2. Engages I/NGOs, legal aid partners and any other relevant stakeholders to build and maintain partnerships aimed at the provision of legal aid services.
3. Ensures a high level of programmatic synergy of ICLA activities with other NRC core competencies in Moldova.
4. Maintains a regular field activity monitoring system, with 5% of time allocated for travel inside Moldova, to ensure relevance and technical quality of information, counselling and legal assistance services, provided by the ICLA team and implementing partners.
5. Ensures high synergy and coordination with the ICLA teams in Ukraine.
6. Identifies appropriate locations for ICLA outreach work in coordination with the ICLA team.
7. Manages the overall project cycle management of ICLA implementing partners, as delegated by the ICLA PDM.
8. Oversees and ensures the effectiveness of ICLA data management systems.
9. Delivers timely and quality regular and ad hoc reporting on quantitative and qualitative aspects of the implementation.
10. Monitors, analyses and documents issues of concern arising during legal aid services, and reports them to the ICLA PDM.
11. Contributes to the proposals, report writing and budgets drafting and monitoring processes, as delegated by the ICLA PDM.
12. Conducts ICLA specific technical assessment and present recommendations.
13. Contributes to evidence-based advocacy efforts, built around legal protection programming.
14. Prepares, organises and facilitates trainings, workshops, webinars and other events according to the plans/requests.
15. Performs any other tasks as requested by the ICLA PDM.

โ€ข Minimum 3 years of experience in a mid-level project implementation position, preferably within the humanitarian or development sector
โ€ข Legal expertise
โ€ข Previous experience from working in complex and volatile contexts
โ€ข Documented results related to the positionโ€™s responsibilities
โ€ข Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
โ€ข Fluency in English, both written and verbal.

Context/ Specific skills, knowledge and experience:ย 

โ€ข University degree in law or similar

โ€ข Experience of working as a lawyer is an asset
โ€ข Understanding of international human rights and humanitarian laws and regulations is an asset

โ€ข Experience of working with vulnerable and marginalized groups is an asset
โ€ข In depth knowledge of the displacement context in Moldova
โ€ข Fluency in Romanian and Russian languages.
