Background:ย
As of April 2023, over one million people have fled the war in Ukraine and crossed into the Republic of Moldova. Some 120,000 individuals remain in the country, according to UNHCR, and it hosts one of the highest number of refugees per capita in Europe. Most are women, children or older people, and a third are under the age of 18. Often considered one of Europeโs poorest economies, Moldova experienced record-high inflation in 2022.ย
NRC was registered in Moldova in April 2022, with a country office in Chiศinฤu and operations in multiple regions across the country. We implement both directly and through our partners. Our approach prioritizes a partner-led response that builds on the capacity of local civil society actors to deliver programmes and work to support national authorities. Our multi-sectoral portfolio encompasses livelihoods and food security, information, counselling, and legal assistance, Shelter & Settlements, protection from violence, and education programming. As the displacement context in Moldova becomes protracted, we are committed to ensuring that the basic needs of displacement-affected populations are met, prioritizing those with specific needs, and to support individuals on their pathway to self-reliance and durable solutions.ย
Under Moldova Shelter and Settlement Core Competency, NRC aims to enhance the living conditions of people affected by displacement, with a particular focus on improving energy efficiency in shelters. This goal is pursued through a hybrid implementation model, which combines cash-based and contractor-led approaches tailored to the unique needs and capacities of each household.
As part of the localization priorities, NRC Moldova fosters partnerships with diverse actors, invests in thematic and institutional capacity strengthening of local actors and encourages cohesive coordination for addressing humanitarian needs and create opportunities/pathways for sustainability of initiatives and organizations.ย
Role and responsibilitiesThe purpose of the Shelter Coordinator position is to implement delegated Shelter project portfolio. The following is a brief description of the role.ย

Supervise the Shelter and Settlement project implementation team and undertake performance management duties. Assist with the development of needs assessments, data collection, project selection criteria and monitoring plan.ย Assist with the development of community messaging and oversee the planning of community outreach.ย Responsible for developing training materials for Shelter team and partners as required.ย Oversee the technical rehabilitation works, undertake monitoring works, and ensure all documentation is compliant to project standards.ย Assist with the development of the Technical Tender Documentation and coordinate the tender process with Logistics.ย Assist with the development of Scope of Works (SoW), Bill of Quantities (BoQ), Standard Operating Procedures (SoP) and technical project standards.ย Support S&S PDM with monitoring the budget expenditure and report deviations.ย Ensure referrals and complaints from project participants are directed to the relevant referral pathways.ย Liaise and collaborate with relevant local authorities, local and international NGOs/Agencies and other key stakeholders at community and area level.ย Plan and supervise distribution activities and ensure NRC Standard Operating procedures are adhered to during distributions. Coordinate with Logistics, Finance, Security and HR as required to ensure that distributions are carried out on time and according to plan.ย Any other task relevant to the position as requested by the Project Development Manager CompetenciesยCompetencies are important in order for the employee and the organisation to deliver desired results. Experience from working in complex and volatile contexts.ย Project management experience, including management of staff, and team building/motivation.ย University graduate in engineering, architecture, project management, or related subject.ย Experience in financial, asset and human resources management, budgeting, and administration.ย Experience in planning, design, coordination, and implementation of construction projects. Experience in successfully managing project or construction teams.ย Experience in monitoring and documenting project implementation.ย Proven skills in developing BoQs, SoW, and technical material specification.ย Ability to prioritize needs and carry out multiple tasks simultaneously. Strong communication, interpersonal, analytical and negotiation skills.ย Strong computer skills, especially in Word and Excel. Knowledge of Microsoft Project and CAD is a plus.ย Fluency in English and Romanian, both written and verbal.ย Knowledge of Ukrainian or/and Russian is considered an assetContext related skills, knowledge and experience:ย
