Background
In response to the mass displacement of refugees from Ukraine in 2022, the NRC (Norwegian Refugee Council) established humanitarian operations in the Republic of Moldova. NRC responds by focusing on an integrated approach that combines our sectoral areas of expertise โ livelihoods, legal aid (ICLA), education and shelter. This includes both direct implementation and partnerships with local actors. After almost four years, Moldovaโs humanitarian response is shifting from emergency relief to long-term strategies aimed at fostering self-reliance and durable solutions. Strengthening strategic partnerships with local actorsโincluding national and local authorities, civil society organizations, and the private sectorโis essential to ensuring the sustainability of these efforts.

Role and responsibilities
The Partnership Coordinator will contribute to the partnership mandate and deliverables, building on NRCโsย
existing partnership processes and toolkit. The role requires a diverse set of skills including an understanding of partnership programming in emergencies or development settings and the ability toย
collaboratively increase national NGOsโ organisational capacity. Critical to successful delivery of partnershipย
mandate, role will be responsible for coordinating and advising on partnership agreement managementย
and other initiatives led by the Partnership Unit. Successful candidate will have a strong understanding ofย
risk and compliance and ability to transfer the knowhow to the local partners in line with NRCโs internalย
policies and procedures and sector standards.ย

Generic responsibilities
Contribute to implementation and adapting the global NRC partnership toolkit to the localย
humanitarian response context.ย
Contribute to a harmonised approach to partnership between NRC programme response and NRCย
partners, in line with NRC policy, guidance notes and toolkits.ย
Lead the management of the Project Implementation Agreements (PIA) with local partners and NRCย
staff, including due diligence and organisational capacity assessments.ย
Support learning and development of staff on issues of partnership.ย
Contribute to mainstreaming safeguarding guidelines and actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within NRC and amongst project participants supported by NRC
Contribute to mainstreaming protection guidelines in the NRC activities as per NRCโs Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.

Specific responsibilities
Support in negotiating new projects and programs with partners and work with relevant NRC staff from programmes and finance, including coordinating technical and financial requirements with Grants in line with donor requirement.ย
Draft partnership agreements and/or contractual documents required for the signature and implementation of new projects.ย
Draft amendments to existing PIAs with programme and finance staff membersย
Act as the main focal point with partner organizations.ย
Coordinate the provision of technical support to partners, particularly on M&E, PIA(/grants) management issues and financial management and compliance.ย
Contribute to the mapping of national and local NGOs, Community Based Organisations (CBOs), and civil society actors.ย
Support the Partnership Manager in coordinating capacity-sharing activities.
Support the implementation of relevant localization and capacity strengthening initiatives in accordance with the project plan and develop a countrywide capacity strengthening annual plan
Design agenda, facilitate and oversee the implementation of partner interface meetings as part of larger partner networking and peer to peer mechanismย
Actively integrate partner feedback into tools and guidance and ensure strong mutual learning between NRC and its partners.ย
Build positive working relationships with other teams in the Country Office and the local partnersโ staff, promoting a culture of mutual collaboration and trust.ย
Contribute to the implementation of Safe and Inclusive Programming Minimum Standards throughout programmes, with capacity building, guidance and interdepartmental engagement. ย

Bachelorโs degree or equivalent in a related area. Masterโs degree preferred but not mandatory
Minimum 2 years of experience with NGO and/or international organisation with grants management or partnership-related duties
Documented results related to the positionโs responsibilities
Ability to coordinate tasks and work processes and work with short deadlines
Fluency in English, both written and verbal
Fluency in Romanian and/or Russian (speaking, reading, writing)

Context/Specific skills, knowledge, and experience:ย
Diplomacy and facilitation skills are essential
Knowledge of the Ukrainian refugee context in neighbouring countries is an asset
Excellent training and facilitation skills
Excellent coordination, communication (verbal and written) and networking skills
Experience working with national and local civil society organizations
Experience designing and implementing social programmes with various stakeholdersย
Advanced computer skills, especially in Word, Excel, PowerPoint, and Outlook.
