About the Philippines Country Program
Relief International Philippines operates with a strong focus on peacebuilding, humanitarian response, and development programming in areas affected by conflict, natural disasters, and socio-economic vulnerabilities. Since establishing its presence in the country, RI has worked closely with local communities, civil society organizations, and government institutions to support conflict-affected populations, promote social cohesion, and deliver life-saving assistance. The country's program integrates gender equality, youth empowerment, and community resilience across its portfolio, ensuring that interventions address both immediate needs and long-term structural challenges.
RI Philippines implements programs in Mindanao and other high-risk regions, supporting initiatives on Women, Peace and Security (WPS), protection, education in emergencies, and health. It also plays a role in disaster risk reduction and emergency preparedness, responding to both conflict- and climate-induced emergencies. Through a localized and participatory approach, RI Philippines strengthens local capacities and promotes inclusive development, aligning with national frameworks and global humanitarian and development standards.
Job Profile
The Awards and Partnership Coordinator plays a central role in managing Relief International's portfolio in the Philippines. This includes ensuring compliance with donor requirements, overseeing proposal development, coordinating reporting processes, and supporting efficient program implementation. The Grants and Awards Coordinator serves as the primary liaison between in-country donors and RI on awards-related matters while collaborating with program, Finance, and operational teams to maintain the highest standards of grant management.
Key responsibilities
Proposal Development
- Lead and coordinate the development of high-quality funding proposals, ensuring adherence to donor requirements, compliance, and alignment with Relief International's strategic priorities.
- Work closely with Country program teams and the Desk to design technically sound projects that address donor priorities and community needs, integrate cross-cutting issues such as gender, protection, and accountability, and consider lessons learnt from previous projects.
- Collaborate with all relevant teams to create detailed, donor-compliant budgets, ensuring needed costs are accounted for.
- Use tools such as proposal calendars, go/no-go assessments, and procurement plans to streamline the proposal development process.
- Conduct quality assurance reviews of all proposals to ensure consistency, accuracy, and compliance with donor guidelines.
- Alongside the Country Director, lead scoping new funding opportunities for the mission, in alignment with Relief International's priorities.
Awards Management and Compliance
- Serve as the central point of coordination for all award management cycles across Relief International Philippines' portfolio, ensuring awards are managed in compliance with donor requirements and organizational policies.
- Maintain an up-to-date awards-tracking system that includes key information on awards, reporting deadlines, deliverables, and any other requirements.
- Act as the go-to resource for program and support teams on donor regulations, Donor-compliance standards, and organizational awards management procedures.
- Drive the awards reviews process with program and finance teams to monitor progress, address challenges, and ensure timely completion of awards deliverables.
- Develop and maintain detailed award files, including contracts, amendments, reporting schedules, and compliance checklists.
- Oversee the close-out process for awards, ensuring that all final reports, financial reconciliations, and deliverables are completed on time.
- Conduct final compliance checks to ensure all donor requirements are met before award closure.
- Coordinate with finance and program teams to resolve any outstanding issues related to award expenditures or deliverables.
- Support in preparation for awards-related audits, ensuring all required files are accurate, complete, and accessible.
Donor engagement, Reporting and Communication
- Coordinate and compile timely, high-quality donor reports, ensuring consistency between narrative, financial, and monitoring data.
- Liaise with program, Finance, and monitoring teams to collect and validate data and information for donor reports.
- Communicate with donors to provide updates, address queries, and respond to any requested revisions in reports or proposals.
- Track and monitor reporting deadlines, ensuring that all submissions meet donor schedules and requirements.
- Facilitate the preparation of briefing documents, presentations, and other materials for donor visits and meetings, in coordination with relevant functions' focal points.
- In collaboration with the Country Director, represent Relief International in meetings with donors, partners, and other stakeholders as required.
Partnership Management
- Drive the due diligence assessments process for both donors and funded partners, ensuring compliance with Relief International's standards.
- Draft and finalize partnership agreements, including Memorandums of Understanding (MoUs), ensuring all annexes and terms are properly reviewed.
- Provide capacity-building support to partners as needed to ensure alignment with donor and organizational requirements.
Overall Program, budget, and financial Support
- Support the team in familiarizing themselves with key RI program/award-related processes. Collaborate with finance teams and budget holder/s to monitor Award budgets, ensuring expenditures are aligned with approved budgets and donor regulations.
- Support the teams during Awards amendments (e.g., modifications, extensions, etc.) and lead the coordination process at the country level and with the Desk.
- Monitor Award payment schedules and work closely with Finance to ensure timely receipt of donor funds.
- Provide training to program and support teams on donor compliance, reporting requirements, and awards management tools.

Person Specification
Essential criteria
- Master's degree in a relevant field is an advantage
- At least 3-5 years of relevant work experience in grants/awards development and management in development and/or humanitarian programs
- Previous experience working with US-Grants, i.e, DoS and USAID/BHA, DFAT, European Union, and UN entities, e.g, UNICEF, UNOCHA
- Experience in proposal development, report writing, and editing
- Proven experience with awards, Grants and partnership automated system and modules
- Fluent written and spoken English required.
- Experience working in a multi-cultural setting
- Competent with Windows, Microsoft Office
