NRC Colombia implements its Protection from Violence Core Competency, which includes the following streams of work: Community Safety & Prevention of Violence, which includes NRCs Civilian Self-Protection programme (a proactive protection programme which comprises protection by presence, protection accompaniment and protection advocacy), Individual Protection Services, which incorporates Protection Case Management for persons at risk of violence, such as community leaders threatened by armed groups, and Protection Influence & Policy, which includes Protection Monitoring. NRC also implements its Protection from Violence programme in rapid emergency responses.ย 

The Protection Adviser (National) will be responsible to provide technical support (develop tools, guidelines, provide capacity building and help identify programmatic opportunities) to the Protection coordinators in the Area Offices and their teams, and enhance internal and external coordination to implement Protection from Violence activities according to standardized procedures and protocols. The Protection Advisor (National) will be based in Bogotรก but is expected to rove between the area offices.ย

Adherence to NRC policies, guidance and proceduresContribute to Protection strategy development, project proposals and provide input on needs and gapsEnsure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assistTechnically support in the implementation of delegated portfolio of Protection projects (activities, budget and project documentation) as delegated from the Protection from Violence Specialist in line with proposals, strategies and donor requirements, and ensure high technical qualityContribute to the development of technical guidance, provide systematic training, and build capacity of the Protection from Violence teams through day-to-day coaching and mentorships. This can be supported through online meetings and field visits.ย Ensure that key learnings are extracted from protection implementation and shared with all relevant stakeholders for incorporation.ย Promote and share ideas for improvement and necessary changes in the activitiesLiaise and collaborate with relevant local authorities and other key stakeholdersPromote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

Contribute to the development of NRC Colombiaโ€™s Protection from Violence programme, foster coordination through regular meetings and exchanges between the Protection from Violence teams.ย In coordination and with the technical support of the Protection from Violence Specialist, conduct regular monitoring and mentorship visits to all field and area offices with operational Protection from Violence teams and ensure adherence all with establish SoPs and best practices.ย Draft external products on protection analysis, Civilian Self-Protection, and key advocacy points in coordination with and support of the Protection from Violence Specialist. This includes working closely with the Protection from Violence Specialist and Advocacy Manager to ensure information from the Protection from Violence field teams are directly driving products and analysis.ย Support in the development and contextualization of tools, guidelines and SOPs for proactive presence, Civilian Self-Protection, Protection Case Management and protection monitoring projects across the operations. This includes also providing technical guidance and support for the design and implementation of protection activities.ย Facilitate capacity development trainings and mentorships for Protection from Violence teams, focusing on improving technical quality, follow-up, and additional skill learning. Mentorship activities include regular meetings with Protection from Violence teamsโ€”from assistants to program managementsโ€”and support in hiring to ensure technical capacity.ย Support the development and implementation of Protection from Violence assessments and/or the integration of Protection from Violence questions in the assessments of other core competencies or area-level assessments.ย Actively contribute to the drafting and implementation of the Protection against Violence strategy.ย Contribute to proposal design, implementation, and adaptation as in coordination with the Protection from Violence Specialist.ย Coordinate with external protection actors for programmatic and advocacy purposes especially at the area-level to support the Protection from Violence teams. ย Provide regular contextual and programmatic updates to the Protection from Violence Specialist on the programโ€™s progress, priorities, and constraints.ย Identify and implement integration opportunities with other CC in consultation with relevant specialist, promote an integrated programme approach.ย Ensure solid M&E framework for Protection from Violence activities is in place, contribute to development of analytical tools to measure impact both at outputs and outcomes level, promote Protection from Violence Staff capacity building on M&E standards and analysis of quantitative and qualitative data.ย Ensure accountability activities are implemented for the prioritization of feedback from beneficiaries and other relevant stakeholders into program design and implementation.Work in coordination with HSS to consistently and proactively monitor/assess the safety and security in the field when it comes to Protection from Violence teams; promptly reporting concerns or incidents to their line manager and HSS Staff and liaising with external parties as required to maintain/enhance the security environmentย Representation of NRC Protection from Violence in relevant meetings as delegated by supervisor/management
