Qualifications

Purpose of consultancy

To provide technical expertise to WHO diabetes team. The consultant will:

  • Contribute to the development of meetings and technical products.
  • Provide technical expertise to Member States in the support of diabetes control programme development.
  • Contribute to formulation and/or implementation of diabetes coverage targets.
  • Draft grant proposals and donor reporting.

    Background ย 

    The WHO Global Diabetes Compact has the vision of reducing the risk of diabetes and ensuring that all people who are diagnosed with diabetes have access to equitable, comprehensive, affordable, and quality treatment and care. The work undertaken as part of the Compact will also support the prevention of type 2 diabetes from obesity, unhealthy diet, and physical inactivity.

    The Global Diabetes Compact consists of six workstreams:ย 

    1. Access to essential diabetes medicine and associated health technologies.
    2. Technical products.
    3. Prevention, health promotion and health literacy.
    4. Country work.
    5. Research and innovation.
    6. Governance, strategy, and partnerships

      Member States have shown support to the prioritize diabetes through the adoption by the 74th session of the World Health Assembly of the resolution entitled 'Reducing the burden of noncommunicable diseases through strengthening prevention and control of diabetes' (WHA74.4), including a first ever global coverage targets for diabetes, recently adopted by Member States during May of 2022, at the 75th World Health Assembly (Decision WHA75.11).

      The targets endorsed are:

      • 80% of people with diabetes are diagnosed;
      • 80% of people with diagnosed diabetes have good control of glycaemia;
      • 80% of people with diagnosed diabetes have good control of blood pressure;
      • 60% of people with diabetes of 40 years or older receive statins; and
      • 100% of people with type 1 diabetes have access to affordable insulin treatment and blood glucose self-monitoring.

        This consultancy will contribute to workstream 2, (technical products), workstream 4 (country work) and workstream 6 (Governance, strategy, and partnership).

        Deliverables

        Specific Terms of Reference (TORs) including the exact deliverables, duration of and place of assignment will be shared with the selected candidate at the time of hiring for a specific consultancy.

        • Deliverable 1: Technical products (eg, guidance document, publications, meeting reports).
          • Deliverable 1.1: Develop and monitor project management plan for technical product development.
          • Deliverable 1.2: Facilitate preparing meetings for technical products (draft agenda, mails, approvals, etc).
          • Deliverable 1.3: Facilitate meetings with expert networks to receive inputs into technical products.
          • Deliverable 1.4: Draft WHO technical products.
          • Deliverable 1.5: Provide technical edits of WHO documents.
          • Deliverable 1.6: Edit technical products based on inputs from expert reviewers and/or meeting reports.
          • Deliverable 1.7: Undertake and/or organize the editing process prior to submission.
          • Deliverable 1.8: Provide input toward product launches and supporting dissemination of technical products, as requested.
          • Deliverable 2: Technical guidance to Member States as requested.
            • Deliverable 2.1: Conduct situational analysis of diabetes control in selected Member States including contributing to technical inputs.
            • Deliverable 2.2: Develop and write reports documenting current status and recommendations for strengthening diabetes control programme for selected Member States in line with WHO guidance.
            • Deliverable 2.3: Draft brief operational strategy to contribute to implementation of recommendations including roles and opportunities for internal and external partners active in diabetes control.
            • Deliverable 2.4: Facilitate preparations of country missions (country situational analysis, agenda etc).
            • Deliverable 2.5: Draft reports of country meetings.
            • Deliverable 3: Contribute to the achievement of diabetes coverage targets.
              • Deliverable 3.1: Provide guidance on the design, implementation, and coordination of national diabetes control plans in line with WHO recommendations.
              • Deliverable 3.2: Provide technical and programmatic advice on the development, update and implementation of diabetes policies and activities.
              • Deliverable 3.3: Provide guidance on the use of tools to allow governmental stakeholders to finalize diabetes plans and define and implement priority interventions.
              • Deliverable 4: Grant proposals relating to diabetes.
                • Deliverable 4.1: Compile inputs from WHO staff and combine into donor template.
                • Deliverable 4.2: Draft proposal narrative and/or budget for review based on guidance from WHO staff.
                • Deliverable 4.3: Draft technical and financial reports to donors.
                • Deliverable 4.4: Draft supporting materials, such as slide decks or written summaries, for meetings with donors.ย
