Purpose of consultancy
Provide technical expertise, operational and coordination inputs to advance the Global Health and Peace Initiative (GHPI) roadmap at global level, including evidence generation, awareness-raising, capacity-building, dialogue and partnerships.
Background:
The consultancy is positioned within the Humanitarian Policy and Interagency Coordination (HPC) Unit in the Humanitarian and Disaster Management (HDM) Department of the WHO Health Emergencies Programme (WHE).ย
It will contribute to the implementation of Member State guidance on the GHPI following WHA decisions and resolutions, working with HQ, regions and country offices, and with Member States (in particular the two champion Member States Switzerland and Oman) and partners.

Develop and refine technical approaches and guidance for the implementation of the Global Health and Peace Initiative (GHPI) Roadmap.Prepare technical briefs for from the 156th WHO Executive Board. Summary report synthesizing Member State recommendations from the 156th WHO Executive Board. Draft translation of Member States recommendations into actionable frameworks, policies and technical briefs for use by WHO and its partners.
Expected by: 30 March 2026Design and facilitate technical consultations and bilateral engagements with key stakeholders (e.g., Switzerland, Oman, Regional Offices) to advance GHPI objectives.
Prepare and present ย evidence-based materials to lead technical discussions, and to build consensus on strategic directions for the initiative pre- and post 156th WHO Executive Board.
Expected by: 30 March 2026Provide expert input into the development and finalization of the GHPI Handbook on the Health and Peace approach.
Conduct in-depth reviews, integrate feedback from diverse stakeholders, and ensure the handbook reflects the latest methodologies and best practices for capacity building.
Review and revise 1 section or chapter, prepare1 stakeholder feedback session facilitated, and write 1 progress report to supervisor on a monthly basis
Expected by: 30 November 2026Prepare documentation and analysis of WHO and partner initiatives linking health and peace.
Collect and verify data, conduct desk reviews, and produce case studies and analytical reports to inform advocacy, communications, and evidence generation.
Each working month: Draft 1 case study or analytical report and/or ย collect and verify 1 data set, write 1 summary brief for communications on a monthly basis
Expected by: 30 November 2026Develop technical materials and guidance to support fundraising and resource mobilization for the GHPI.
Technical support to WHO country offices in drafting health and peace strategies and donor proposals by delivering:ย
Draft proposals, investment cases, and identify indicators for measuring health and peace outcomes, in close collaboration with internal and external partners.ย
Develop technical documents, take minutes and write follow-up actions for meetings of the group of friends on health and peace.ย
Develop 1 proposal and/or investment case d, write 1 progress report to supervisor with definition and/or concrete measurement of indicators, 1 set of talking points for leadership, 1 technical update on/for the health and peace group of friends on a monthly basis.
Expected by: 30 November 2026Coordinate and provide technical guidance for the development and delivery of training and awareness-raising activities.
Co-design curricula, produce technical background ย for webinars or workshops or communities of practice (e.g., WHO Collaborating Centres, regional training with Oman Diplomatic Institute and EMRO).
Organize or support 1 training module or awareness-raising event ย and/or draft or revise 1 curriculum or guidance document, 1 stakeholders engagement summary on a monthly basis.
Expected by: 30 November 2026Facilitate cross-regional collaboration and knowledge exchange.
Work closely with the AFRO Health and Peace consultant and other regional focal points to harmonize approaches, share lessons learned, and support country-level programming.

Lead ย the final deliverable: document 1 coordination meeting, produce 1 knowledge ย or summary of lessons learned , 1 technical input for country-level programming, 1 monthly update to supervisor ย with summary of all WHO country offices ongoing initiatives on a monthly basis.
Expected by: 30 June 2026Provide technical expertise and guidance for the integration of health and peace concepts into WHOโs strategic planning, advocacy, and research agendas.
Develop methodologies, tools, and policy options, to mainstream the health and peace approach across the organization: Draft or review 1 methodology/tool/ or policy option , provide 1 advocacy or research input, 1 update to supervisor on mainstreaming progress on a monthly basis.
Expected by: 30 November 2026Perform other related tasks as required to advance the objectives of the GHPI, in line with the evolving needs of the initiative and its stakeholders.
Expected by: 30 November 2026:Complete 1 ad hoc technical task completed and report to supervisor on a monthly basis.
Qualifications, experience, skills and languages
Educational Qualificationsย ย ย ย
Essential:ย
Advanced university degree in social or political science, diplomacy, international relations and/or public health, or a related field aligned to health and peace.ย
Experience
Essential:ย
At least 5 years of relevant experience related to the Health & Peace approach (e.g., public health programming; peacebuilding; conflict analysis; conflict sensitivity; integrating peace outcomes and โdo no harmโ into health programming; and/or research in peacebuilding/public health/humanitarian response).
Desirable:ย
Knowledge of the UN Peacebuilding Fund and/or experience in fundraising for peacebuilding activities.
