.OBJECTIVES OF THE PROGRAMME
The mission of WHO's Emergency Preparedness and Responseย Programmeย (Theย Programme), is to support countries to coordinate action, prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The Pandemic Fund Ethio Pandemic Prevention, Preparedness and Response (EPPR) project in Ethiopia is a significant initiative aimed at reinforcing the country's capacity to prevent, detect, and respond to public health emergencies, including pandemics. The WHO manages the EPPR project in collaboration with other partners as an implementing entity.ย

PURPOSE OF THE POSITIONย
In the context of the WHO Health Emergenciesย Programme, at the country level, recognizing that the greater percentage of theย plannedย interventions under all the three pillars of the EPPR project are implemented by the Ethiopian Public Health Institute (EPHI), the incumbent will provide support to the Travel and Border Health Service Directorate of the EPHI by strengthening communicable disease control at points of entry. The Publicย healthย emergency management officer at points of entry will coordinate and perform activities relatedย withย communicable disease control. His/her responsibilities include passengerโs health screening, inspection of conveyance/vehicles, human remains/ashes control, cargos and parcels inspection and others.
ORGANIZATIONAL CONTEXT
Based at the Bole International Airport, the incumbent will be reporting to the EPPR project manager under the overall guidance of the WHE Teamย Lead, andย working closely with the project management team. The incumbent will provide support to the Travel and Border Health Service Directorate of the EPHI by strengthening communicable disease control at points of entry.ย

DESCRIPTION OF DUTIES
During the assignment, the assigned duties below may be modified based on the technical needs of the program.
1.ย ย ย Conduct passengerโs health screening activities per the existing working protocols at point of entryย
2.ย ย ย Coordinate rapid response team at point of entry in case of evacuation/transport of suspect from conveyance, within the point of entry and to the quarantine centers, temporary isolationย centersย and treatment centersย
3.ย ย ย Fill travelerโs health declaration form and perform data entry into the available electronic databaseย
4.ย ย ย Conduct inspection on both outgoing andย incoming onย human remains/ashes and ensure that it is free from infectious disease and provide releaseย permit.ย
5.ย ย ย Conduct conveyance/vehicles inspection and produce disinfection/ย disinsectionย certificate for the outgoing conveyances/vehicles.ย
6.ย ย ย Request and receive disinfection/ certificate for the conveyance/vehicles arriving from yellow fever belt regions at arrival terminal.ย
7.ย ย ย Conduct further assessment for suspect passengers who haveย travelย history to the affected countries of public health emergency of interest.ย
8.ย ย ย Fill the evaluation form for the suspects/alert admitted to the temporary isolation unitย
9.ย ย ย Prepare weekly work and duty schedules for the health workforce under his/her supervision, if any atย pointย of entry.ย
10.ย Adhere to the discipline and infection prevention control measures at point of entry per the working protocolsย
11.ย Evaluate the suspect detected onboard conveyance and/or in the vehicles andย adviseย safety measures to the conveyance/vehicle operators and other passengers.ย
12.ย Escort the suspect detected in the conveyance and or / in the vehicles and transport to the designated temporary isolation unit and handover the activities to the next shift officerย timelyย and in an orderly fashion.ย
13.ย Conduct briefย meetingsย with the next shift officer about the situation on his/her schedule.ย
14.ย Verify /track lost passengers reported from the directorateย passengerโsย database withย theย immigration office at respective points of entry.ย
15.ย Communicate /coordinateย with concerned bodies assigned at the respective points of entry, in case of suspect reported from conveyance/vehicles.ย
16.ย Liaise with the nearby health facilities/ designated healthย facilitiesย for the passengersย whoย need other medical care.ย
17.ย Communicate with the travel and border health service directorate head in case of suspect passengers transferred to the treatment unit and other designated facilities.ย
18.ย Oversee the availability of the necessary supplies and equipmentโs at respective screening sites and temporary isolationย unit.ย
19.ย Identifyย gaps and challenges with his/her shift and report to the caseย teamย lead.ย
20.ย Regularlyย monitorย the supplies and equipment at the respective points of entry.ย
21. Prepare dailyย /weeklyย report.

Education
Essential:
First level university degree in health sciences from a recognized institute.
