Qualifications
ย ย ย ย ย ย ย Purpose of consultancyย ย
The consultant will support WHO/Europe across three main areas: strengthening the Central Asian and European Surveillance of Antimicrobial Resistance (CAESAR) network; advancing antimicrobial stewardship and infection prevention and control capacityโbuilding; and contributing to the development, piloting, and governance of the AMR Accountability Index. Throughout the assignment, the consultant will also ensure clear documentation, reporting, and knowledge management across all workstreams.
ย ย ย ย ย ย ย Backgroundย ย
Building on the growing threat of antimicrobial resistance and the commitments made through the Global Action Plan, the WHO European Region is now focused on strengthening implementation of national AMR responses, including antimicrobial stewardship, infection prevention and control, and robust accountability mechanisms. As part of the AMR Roadmap endorsed at RC73, WHO/Europe is developing the AMR Accountability Index and expanding AMS/IPC capacityโbuilding to support countries in translating commitments into measurable, sustainable action.
ย ย ย ย ย ย ย Deliverables:
ย ย ย Deliverable 1: CAESAR Network Support - Expected by: November 2026
ย ย ย - ย Coordinate CAESAR communication with national focal points and partners; provide monthly updates.
ย ย ย - ย Review and update the CAESAR dashboard; produce one joint surveillance summary.
ย ย -ย Deliver at least two CAESAR Clinics and support TrACSS reporting and GLASS data integration during the assignment.
ย ย ย ย ย Deliverable 2: AMS/IPC CapacityโBuildingโฆ Expected by: December 2026
ย ย - Develop AMS/IPC yearlong training curriculum and mentorship plan.
ย ย ย - Contribute to implementation in 24 hospitals across 6 countries by conducting assessment missions, documenting reports and close coordination with facility representatives.
ย ย ย - ย Manage learning and knowledgeโexchange platforms; deliver and evaluate quarterly training sessions.
ย ย ย ย - Participate in preโtraining assessments; produce mission summaries.
ย ย ย - Prepare promotional materials and recommend/advise on outreach activities.
ย ย ย ย ย ย Deliverable 3: AMR Accountability Index Development Expected by: October 2026
ย ย -ย ย Organize and document all Independent Expert Group and Member State consultation meetings.
ย ย ย - ย Contribute to at least three pilot country missions and produce mission reports.
ย ย ย ย - In collaboration with WHO Europe and partners, provide technical advice on methodological refinement and indicator development.
ย ย ย - Prepare documentation for RC76 preparatory processes.
ย ย ย ย ย ย ย ย Qualifications, experience, skills and languages
Educational Qualifications:ย ย
Essential: Advanced University Degree (Masterโs or higher) in health science, public health, public management, economics, epidemiology, or related field.
Experienceย ย
Essential:
ย ย - ย Minimum of five years of experience in AMR coordination (particularly in WHO European Region), strong emphasis on AMR surveillance, capacityโbuilding, and tool development.
ย ย -ย ย Experience providing advisory services in infectious disease prevention and control, antimicrobial stewardship, and AMR assessment tool development.
ย ย - ย Experience coordinating and delivering teaching activities within adult learning, postgraduate, or graduate medical education.
ย ย -ย ย Experience developing and delivering AMRโrelated training for adult learners, including online courses and continuous education programmes.
Desirable:
ย ย -ย ย Experience using AIโbased tools to enhance continuous learning, training delivery, and the analysis or interpretation of AMR surveillance data.
Skills/Knowledge:
Essential:
ย ย -ย ย Strong intercultural communication abilities.
ย ย ย - ย Excellent drafting and written communication skills in English.
ย ย -ย Comprehensive understanding of effective interventions to address AMR in hospital and outpatient settings.
ย ย ย - Inโdepth knowledge of key WHO and international AMR frameworks, including the WHO Global Strategy for Containment of Antimicrobial Resistance, the European Action Plan on Antibiotic Resistance, the Global Action Plan on AMR, and WHO/Europeโs AMR Roadmap and related materials.
Desirable:
ย ย -ย Familiarity with digital learning design methods, including the integration of AIโenhanced tools into AMR training and surveillance workflows.
