To strategically lead the development and implementation of the WHO Country Office's communication strategies, ensuring they directly advance national public health objectives and align with WHO's global mandate. The core purpose is to significantly enhance the visibility and understanding of WHO's work and achievements among key national stakeholders, partners, and the public.ย

Backgroundย ย
The WHO country office for Timor-Leste is committed to strengthening its visibility through strategic communication efforts. As part of its ongoing initiatives, the organization aims to enhance public awareness of its programs, increase engagement with target audiences, and effectively disseminate key messages through a range of channels, including digital media platforms, print materials, press engagement, and official events.
Under the overall supervision of WHO Representative and direct supervision of the Programme Management Specialist, the incumbent is expected to perform the following duties:
Deliverables
Deliverable 1: A Supervised, High-Performing Communication Team
Effective oversight of the WCO communications team, evidenced by clear workplans, regular coaching meetings, and the professional development of team members.

Deliverable 2: A Strategic Digital Content Pipelineย
A consistent flow of high-quality, multi-format content (social media campaigns, impact stories, videos, website updates) that proactively highlights WCO's work and achievements.
Deliverable 3: An Optimized and High-Traffic Digital Presenceย
A redesigned, robust, and regularly updated WCO website that serves as a key public information hub, with measurable growth in user traffic and engagement.

Deliverable 4: Strengthened Health Communication Partnerships
Formalized coordination with MoH units and partner agencies, resulting in co-created IEC/advocacy materials and aligned social mobilization efforts for public health initiatives.

Deliverable 5: An Active Media Network and Enhanced Visibility
An expanded and engaged network of journalists, leading to increased quality coverage of WCO work through systematic media outreach, sensitization programs, and regular press releases.

Deliverable 6: Authoritative Executive and Programme Communications
Timely and polished communications products (donor reports, impact stories, WR speeches, op-eds) that effectively represent the WCO at high-level national and international forums.

Deliverable 7: Integrated Campaigns and UN Collaboration
Seamless support for regional (SEARO) campaigns and active participation in UN country team (UNCG) initiatives, ensuring the WCO's voice is part of broader health and development advocacy.

Qualifications, experience, skills and languages
ย
Educational Qualifications:ย
Essential: A university degree in communications, social/health science, public health, or related field from a recognized university.
Desirable: Advanced university degree in medicine /Advanced degree in communications, social/health science, public health, or related field.
ย
Experience
Essential: At least 5 years of professional work experience in health communications/healthย ย journalism.
Desirable:ย Experience of work with public sector/government/international health organizations is an asset, such as the experience of working with UN or other international development organizations.

Essential:
