Good knowledge and understanding of the Middle East & North Africa(MENA) context is important for this position.
What you will do
The purpose of the Regional Roving Health, Safety & Security Advisor position is to provide security management expertise to country offices in close collaboration with country Health, Safety & Security (HSS) teams and the regional HSS teams.ย
The post holder will be required to travel extensively within the regions of assignment, building capacity of country HSS teams, backstopping for the HSS Managers in their absence, and providing additional capacity to in country finance teams during seasons of additional and or increased workload.ย
The Regional Roving HSS Advisor will be expected to provide support to country offices during emergency responses while contributing to the development and advancement of financial policies and procedures.
Key responsibilities:
- Implementation of the NRC Health, Safety and Security Risk Management System at national level.
- Oversee and/or conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS), ensuring reliable security information as basis for informed decision-making.ย
- Provide Country Management Group (CMG) with strategic advice based on changes to the context and work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level, while ensuring that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared on security situations.
- Work with the CMG on emergency preparedness as it pertains to programmes, providing oversight and technical support regarding security and emergency evacuations. As a key member of the Crisis Management Team, provide sustainedย support to operational teams and management during an incident.
- Oversee and support HSS risk management for staff, assets, operation and reputation of NRC. Contribute to NRCโs Risk Management process supporting Risk & Compliance teams and other Risk Owners in identifying, assessing and managing organizational risks.
- Develop and maintain national HSS documents and procedures including strategy, budget and reporting, ensuring consistency and accountability of security and safety procedures across the whole country programme.
- Contribute to improve humanitarian access for NRC operations across MERO countries by providing technical support on tools and strategies, ensuring capacity building for field staff and supporting AM and programme / support staff in managing access related incidents.
- Management, training and development of staff in safety and security.
- Representing NRC in HSS working groups, network, communicate and cooperate with relevant external HSS actors and pursue and develop relationships with a variety of stakeholders to increase and maintain humanitarian access.ย
- Facilitate on ongoing culture of learning as it relates to health, safety and security and arrange for ongoing trainings including HEAT, on-site training, etc. in line with NRC policies.

What you will bring
- Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context.
- Experience working with civilian and military interlocutors.
- Previous experience from working in complex and volatile contexts, experience in the Middle East is preferable.
- Knowledge of NRC policies and procedures is an advantage
- Fluency in English, both written and verbal. Knowledge of Arabic is a plus.
- Valid driverโs licenseย

- Contract: 6 months renewable.
- Travel: Up to 80% to MENA Country Offices locations.
