Background

NRC is on an ambitious digital transformation journey to become a leader in the use of data and technology to deliver better. Having made the transition to cloud, NRC is now investing resources in building an ecosystem of digital tools that range from back-office Enterprise Resource Planning (ERP) to end-user field-based applications. Given NRC’s operating environments, the challenges are many and require context-specific Information and Communication Technology (ICT) leadership, adaptation and problem-solving. NRC believes that the use of technology can be the pathway to doing more with less, enabling both efficiencies and new ways of working to tackle problems. Recognising we are not alone in this, NRC has coordinated and collaborated with peers on technology implementation and continues to do so through organisations such as NetHope and other forums. Another increasingly important aspect of NRC’s technology ambition is partnering with technology providers who have an interest in putting their solutions to work for impact. The role of the Regional ICT Coordinator (Developer) will be fundamental to NRC effectively succeeding in the implementation of technology solutions to drive scale and impact across its operations.

What you will do

The purpose of the Regional ICT Coordinator (Developer) is to work closely with the NRC country offices in the Middle East, Regional Office, and Head Office teams to understand automation opportunities, develop recommendations and tasks and support the establishment and use of NRC’s infrastructure (Backbone). This position will provide and contribute to the region development standards and ambitions

Generic responsibilities:

Compliance and adherence to NRC policies, guidance, and procedures. Coordinate the dissemination and implementation of NRC’s global ICT strategyin the region, as well as contributing to its definition and review from a regional and field perspective. Provide oversight and compliance checks on the implementation of ICT strategyand policies throughout the country offices in the region. Coordinate ICT resources, skills,and competence withinthe region and offer supportand advice where and when needed. Collect and disseminate ICT-related knowledge and learning within the region and at a global level. Work with ICT staff in the region to enablethem to provide ICT first-line support as well as assistwith planning, budgeting, and procurement as per NRC standards. Provide training of ICT staff in regionand (when relevant) support the recruitment and/or on-boarding of newICT staff in region. Facilitate synergies and regional efficiencies on ICT procurement, systems, and training. Participate in globalICT work streams/projects, to identify commonglobal solutions, when relevant. Provide hands on support and gap-filling throughout region – travel involved – at the discretion of Regional Office and in linewith need.

Specific responsibilities:

Implement and develop prototypes and solutions in the area of web and mobile development. Provide technicaloversight of externalconsultants’ work that includes custom design and assist in handover of these to NRC (to ensure long-term ownership). Design, build, test, and monitoronline systems using appropriate technologies in line withtechnologies supported by NRC at a global level. Assist in containerising, testing, and administering of applications broughtonto the Kubernetes-based infrastructure NRC region has adopted. Support the migrationof NRC’s legacy applications to the centralised Kubernetes platform based in Azure Produce periodic documentation to share progressand learning. Actively participate in promoting and embodying a highly collaborative and dynamicwork culture. Ensure compliance and adherence to NRC's information security and data protection standards. Share responsibility for technical administration and provide user training and support during the transition from development to deployment of systems.

Professional competencies, Qualifications & Skills required

Minimum of 3 years working in development roles Experience in leading technology projects Knowledge and implementation of containerization and container orchestration: We use Docker, Kubernetes, Kustomize, etc. Preferable skills in Cloud security and cloud network Application operations knowledge (Backups, monitoring, deployment) will come in handy Knowledge of one or more programming language (Go, Python, etc) and/or scripting language would be desired Working knowledge in cloud infrastructure environment, preferably Azure Fluency in English, both written and verbal

Context related skills, knowledge, and experience :

Context-related competencies are the knowledge, skills and experience required because of the context, location and/or current priorities in the role • Project management skills • Knowledge of the context in Middle East region is a plus

Reports to :                      Regional Head of Programme support Unit and Development 

Duty station:                    Amman, Jordan

 Travel :                            up to 10% within Areas of Operation for Middle East Office        

Duration and type of contract: Jordanian National Fixed-Terms Contract till 31 Dec 2023 with possibility of extension (subject to funding availability, business need, and satisfactory performance)

Salary:                                Based Upon NRC salary Scale for Jordanians’ national staff.
