ORGANIZATIONAL CONTEXT

After a decade of conflict marked by violence, military operations, multiple displacements, and economic shocks across northwest Syria, some 3.6 million people out of the 4.7 million people living in North-Western Syria (NWS) are in need of food assistance to meet their basic needs.

The food security situation has deteriorated in line with the developments mentioned above, as the downturn of the economy has caused sharp price increases and has eroded purchasing power across the northwest. In line with the Humanitarian Readiness Plan, WFP Syria (Mersin Field Office) remains ready to respond to the growing humanitarian need.

JOB PURPOSE AND REPORTING LINE

Under the direct supervision of the Programme Lead in Mersin, the Programme Policy Officer Targeted Food Assistance (TFA) will lead in the development, planning and implementation of the Targeted Food Assistance programme, School Meals development and Nutrition activities as well as emergency response activities, in NWS, with the following accountabilities and responsibilities.

KEY ACCOUNTABILITIES (not all-inclusive)

Program Implementation

Work alongside the Head of Programme for NWS to plan, design, and effectively implement food assistance programs through in-kind and cash-based transfers. Ensure food assistance programs and emergency response activities are implemented in line with WFP's corporate standards and policies. Ensure coordination with VAM/M&E/AAP in the design and implementation of targeting and identity management (IDM) approaches. Ensure program activities are regularly evaluated to adapt to changing political, operational, and security conditions. Develop and implement context analysis to inform operational decision making and emergency preparedness and response. Contribute to overall strategic development, implementation, and management of emergency response capacities, scenario building, and Concept of Operations to ensure adequate operational readiness and, where feasible, a transition plan for sustainable programming. Coordinate and support field missions to NWS. Ensure program and operational observations from field visits are well documented, and that action points/corrective measures are completed by responsible WFP units. Provide technical support for Identity Management (IDM) processes and solutions (i.e., registration; beneficiary information management; digital entitlement transfer mechanisms). Liaise with Supply Chain, Nutrition, and other units in Mersin Field Office and technical units in Country Office to ensure effective delivery of quality programming. Support capacity building of WFP staff and Cooperating Partners to prepare for and respond to food assistance needs. Supervise School meals and nutrition related activities, their review and development. Coordinate and manage Accountability for Affected Populations (AAP) work in NWS Operation and at inter-agency level..

Coordination

Enhance WFP's leadership status in forums relating to food security and related issues. Lead on liaison with international and local NGOs, UN agencies, relevant Clusters, and affected populations. Ensure WFPā€™s food assistance program is well coordinated with particularly the FSL Cluster ā€“ namely, coordination in design and implementation. Establish strong operational linkages with relevant Clusters, particularly Protection, Nutrition, and CCCM Clusters. Collaborate with WFP counterparts and stakeholders in identifying where food assistance can be usefully deployed at the local level and oversee the implementation of food assistance programs by closely following up with partners and counterparts. Ensure inter-agency operational and strategic response plans (HRP and HNO) adequately reflect WFP's strategic priorities, so that WFP approaches and responses are coordinated and harmonized with other UN agencies and government authorities.

Capacity Building and Supervision

Lead, motivate, and coach Program teams and junior colleagues to enable high performance. Establish measurable plan to nationalize key program management positions.

Research and Reporting

Contribute to funding proposals by providing contextual and operational background and outlining strong concise narrative on program design and implementation strategies. Coordinate the preparation, clearance, and dissemination of timely operational reports, which enable informed decision making and consistency of information presented for internal and external use. Facilitate the flow of information by sharing with all staff and providing feedback (summary reporting) on operational issues and action points.

SPECIFIC JOB REQUIREMENTS

Education: Advanced university degree in Political Science, International Development, Development Economics, International Relations, Human Rights, Communications, or other relevant field, or a first university degree with two additional years of related work experience and/or training/courses.

Experience: At least six years of relevant work experience in a humanitarian organization with exposure to programme activities, emergency response, food distribution, in-kind and cash-based transfer modalities, and identity management (IDM).

Language: Fluency (level C) in both oral and written communication in English. Working knowledge of Arabic and/or Turkish is desirable.

Knowledge & Skills:

Understanding and experience of WFP programmes and operations Basic understanding of humanitarian activities and humanitarian policy issues, and its linkage with humanitarian assistance Strong analytical, writing, and verbal communication skills Adequate knowledge of UN system policies and functions in terms of emergency preparedness and response Flexibility to travel on short notice and in challenging and difficult environments. Ability to lead teams for success and empower team members and excellent interpersonal skills.
