The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide and working in 123 countries and territories. WFP is well known for its ability to deliver food assistance rapidly to people in need. To respond effectively in the challenging contexts in which WFP operates, staff require sound knowledge of the fundamentals of emergency and transition programming, as well as skills in specialized areas. The World Food Programmeโ€™s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes to improve nutrition and the overall quality of life of people vulnerable to food insecurity. Since 1 March 2024, WFP has been implementing the 2024-2028 Country Strategic Plan (CSP) to support the Government of the Philippines in i) addressing food insecurity, ii) reducing malnutrition and iii) strengthening the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities:

Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels. Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably. Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT

The Government of the Philippines has an established School-based Feeding Programme (SBFP) and has signed on to the School Meals Coalition, being the first country in Asia-Pacific to do so. The SBFP aims to address undernutrition among Filipino children, where they are provided with nutritious meals for a period of not less than 120 days.

The programme is implemented by the Department of Education (DepEd) and Ministry of Basic, Higher and Technical Education (MBHTE) in the Philippines and aims to provide hot, nutritious meals to school children in public elementary and secondary schools across the country.

In recent years, there have been efforts and interest by the Government to expand and improve school feeding programmes in the Philippines, including introduction of the home-grown school feeding model (HGSF).

To support the Governmentโ€™s vision and commitment to the School Meals Coalition in adopting the HGSF programme in the country, WFP is providing technical assistance through evidence generation and advocacy to amend policies, enhance programme design, and build capacity of partners. WFP jointly with the Government is planning to launch a five-year project aimed at further enhancing and elaborating a HGSF implementation model, generating evidence and establishing groundwork on how to create sustainable and scalable programmes.

JOB PURPOSE

Under the direct supervision of the Head of Integrated Resilience and technical guidance from the Country Office School Feeding Unit, the Programme Policy Officer (PPO) shall provide technical expertise and support in the development and implementation of school meals policies, guidelines, and programs based on WFP's global best practices and standards.

KEY ACCOUNTABILITIES (not all-inclusive)

Within the assigned unit and delegated authority, the Programme Policy Officer (School Feeding) will be responsible for the following duties:

Lead the development and implementation of a comprehensive, evidence-based strategy for School-Based Feeding Programme, with particular focus on HGSF in targeted areas. Lead the School Feeding Team in the Sub-Office (including staff embedded in the Government) in maintaining and developing Government relations (with regional education, health and nutrition, social welfare, agriculture and other sectors). Support the analysis and consolidation of existing opportunities and challenges along key capacity areas. Support capacity strengthening of the Government to fund, implement, manage, monitor, and evaluate the school feeding programme, including but not limited to diagnostics and technical assistance. In coordination with WFP Country Office and BARMMโ€™s Government counterparts support periodic reviews and lessons learnt exercises. Support the capacity building of WFP staff (including the team embedded in the Government), partners and national and regional government on SBFP. Manage the Cooperating partners (CPs). Build and maintain partnerships and relationships with relevant stakeholders, including government agencies, community-based organizations, and private sector partners. Contribute to accurate and timely reporting and documentation on programmes to enable informed decision making and consistency of information presented to stakeholders. Contribute to resource mobilization through engagement in proposal development. Responsible for supervising and managing staff and consultants working on the programme, where necessary support identification of expertise to augment or fill the technical gaps Perform other related duties and responsibilities as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced University degree (Master's or Doctorate) in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Education, Social Sciences or other field relevant to international development assistance.

EXPERIENCE:

At least one (1) year of postgraduate professional experience OR a minimum of five (5) years of undergraduate professional experience in strategic planning, policy formulation and analysis, government budget formulation policy, project management and monitoring and evaluation systems. The ability to work in unpredictable and sensitive situations and familiarity with the UNDSS system is an asset. Strong partnership, negotiation and advocacy skills. Experience of managing staff or provision of oversight support. Experience in the planning, implementation, and monitoring of school meals programmes or related nutrition and education programmes is desired. Strong technical knowledge and expertise in nutrition-sensitive programming, food safety, and dietary diversity, with a focus on school meals.


KNOWLEDGE AND SKILLS:
