Program Development Associate

The Global Green Growth Institute (GGGI), Africa Regional Office, is seeking a Program Development Associate to be part of the growing Business Development Unit. Reporting to the Director and Head of Programs โ€“ Africa, the Regional Program Development Associate will support the Africa Regional Office at all stages of a program development cycle that encompasses (i) origination, (ii) design, (iii) implementation, and (iv) monitoring & evaluation. The Associate will undertake assignments that are technical and/or administrative in nature. She/he will (i) execute multi-step processes that require the ability to quickly grasp a novel subject matter and formulate innovative solutions, (ii) engage senior staff by identifying issues that impact delivery, and (iii) ensure that the team's deliverables/services exhibit a consistent quality.

POSITION SUMMARY

As part of the Program Development Unit, that coordinates project development, partnership, and resource mobilization in Africa, the Program Development Associate, will support the Senior Regional Program Development Office to maintain a top-tier level of project delivery. PURPOSE

The Associate will contribute to the technical and administrative aspects of the overall program development cycle, encompassing origination, design, implementation, and monitoring and evaluation:

Conducting research on regional topics in climate changes and finance, and providing valuable inputs to investment and grant thesis, sectoral policies, and project proposals under the guidance of senior staff. Overseeing specific outputs within larger projects during the project development phase and following established processes to deliver outputs effectively, including work planning, stakeholder meetings, procurement, budget management, risk mitigation, and result communication. Supporting ongoing projects by preparing project documents, coordinating meetings, drafting reports, contributing to knowledge sharing sessions, and responding to requests from country teams. Contributing to achieving resource mobilization targets by staying informed about important regional/global announcements and GGGI's project portfolio, and actively participating in originating new regional programs.

ENGAGEMENT
Communicating key decisions between senior staff and the program team, tracking, and reminding team members of pending tasks, and responding to routine queries about past decisions or existing documents. Incorporating relevant information from external stakeholders into GGGI's internal processes including aligning with donor requirements for report formatting, incorporating the needs of government counterparts, and integrating external input into program origination, design, implementation, and monitoring and evaluation Providing updates on GGGI's progress to external stakeholders, address recurring items, and responding to requests for existing documents or information in a timely and professional manner.

DELIVERY

The Associate will, based on guidance from and supervision of Senior staff in the Africa Regional Office:

Monitor outcomes from major regional/international forums as well as GGGI's project portfolio in Africa to identify emerging needs of GGGI member countries. Support the initial engagement with donors, regional entities, government representatives, and technical/operational partners by organizing meetings/workshops/conferences and helping prepare related documents (e.g., invitation letter, agenda, concept note, slide deck, etc.). Conduct research and analysis to draft one or more sections of research memos, technical briefs, Project Idea Notes (PINs), concept notes, funding proposals, corporate brochures, or presentation decks, as applicable.Participate in missions to gather baseline data, consult stakeholders, validate assumptions, and assess the political, operational/ technical feasibility of successfully delivering the project as developed by the Africa Regional Office and country teams Support the completion of internal reviews and approvals as per GGGI's Project Cycle Management (PCM) process for idea origination, proposal submission, and project launch. Contribute to resource mobilization by keeping track of important announcements, pledges, resolutions, or decisions made in high-level regional/global forums as well as GGGI's project portfolio in Africa and, based on this understanding, be actively involved in the origination of new regional programs. Undertake specific tasks assigned by Senior staff regarding an output's technical rigor and overall quality (e.g., proofreading documents, verifying the legitimacy/reliability of data sources, identifying basic mistakes or omissions, etc.). Maintain a well-organized repository of project documents (e.g., draft reports, letters, agreements, budgets, workplans, meeting minutes, etc.) and exercising strict version control. Have an up-to-date knowledge of GGGI processes, standards, and safeguards and following/adhering to them through the program development cycle.

REQUIREMENTS AND QUALIFICATIONS
A bachelor's degree in economics, environmental science, finance, international cooperation/development, statistics, or a related discipline. 3~5 years of experience in an international organization preferred (an advanced degree in a related discipline or thesis in relevant topics may be recognized as experience). Exposure - preferably within an international organization - to project origination, development, and/or implementation in one or more of the following topics: circular economy, entrepreneurship and SMEs, green investments, loss and damage, and/or sustainable finance experience. Familiarity with Green Climate Fund concept notes and funding proposals; having drafted or reviewed part of such documents is an advantage. Prior experience working with regional organizations and/or entities in the African region. Fluency in written and spoken English and French/Korean.
