COUNTRY CONTEXT
GGGI has consolidated its role as a trusted advisor to Mexicoโs federal and subnational governments in the design, implementation, and financing of green growth and climate change initiatives. Overall, the GGGI Mexico Programme aims to: a) deliver transformational programs with measurable attributed and contributed outcomes; b) ensure government ownership, commitment, and support for GGGI interventions in Mexico, foster strong partnerships, and facilitate resource mobilization to accelerate the adoption of green growth; c) promote knowledge sharing by bringing together a cross-selection of GGGI experts to deliver a โOne GGGIโ country approach; and d) strengthen linkages between Mexicoโs development agenda with global commitments (e.g., Paris Agreement; 2030 Agenda) and GGGIโs 2030 Strategy.
POSITION SUMMARY
The role of the FPA Sr. Associate is to 1) ensure quality control of country operations; 2) provide strategic support and direction for new and emerging projects; 3) coordinate with internal and external stakeholders to improve existing processes; 4) enhance the current administrative and financial management capacities of the staff across the Mexico country programme; 5) promote the alignment of operational processes align with needs and requirements of donors; 6) identify opportunities for improving portfolio management and budget/project monitoring; 7) maintain regular communication with country, regional and headquarter teams on a regular basis to understand and identify emerging challenges and risks.
To carry out his/her role, the FPA Sr. Associate will report directly to the Mexicoโs Country Representative and liaise closely with Project Managers. This position is also expected to liaise regularly with other staff in the LAC Regional Offices (also located in Mexico City) and GGGIโs headquarters in Seoul, when required.
PURPOSE
Based in Mexico City, the FINANCE, PROCUREMENT AND ADMINISTRATION (FPA) Senior Associate will ensure the execution of the GGGI Mexico Country Officeโs project portfolio by coordinating all required operations, ranging from human resources, finance, procurement, travel, to any other administrative related requirements.
Aligned with GGGIโs rules and regulations, the FPA Sr. Associate will supervise a team of 2 Staff to ensure operative processes such as financial monitoring, reporting to donors, processing and delivery of procurement contracts, monitoring of purchase orders, conducting or supporting recruitment and human resources processes, travel requests and claims, IT asset oversight, among others.
ENGAGEMENT
Supervises, coordinates and mentors her/his team (1 FPA Associate and 1 Admin Sr. Assistant) regarding operational processes, including through identifying opportunities for synergies, standardization and process improvement.
Communicates regularly with country, regional team, and GGGI headquarter teams to align regional operations and integrate new processes and requirements that enhance project management and delivery.
Collaborates with country team (internal customers) to understand their specific needs and requirements, and guide them in standardizing operational processes.
Collaborates with country teams for strategic program development from an operations perspective in line with GGGIโs Strategic Plan 2030 and LAC Regional Strategy 2021-2025.
Fosters a healthy team culture and ensure high level of staff engagement.
DELIVERY
Develops and consistently follows robust processes for managing and tracking budget execution plans and schedules in line with yearly work programs and donor funded projects.
Carries out timely and quality monitoring of larger project budgets of the country (e.g. GEF, GCF) exceeding a yearly budget of $750k USD annually.
Supervises monitoring of smaller project budgets of the country (e.g. AFD, NADB, UKPACT, CAF, UNOPS) up to a yearly budget of $750k USD annually.
Leads efforts to increase capacity across operational functions and GGGIโs Internal systems and processes.
Supports the monitoring of performance of country program to champion efficient and timely delivery and enhance project management.
Coordinates the reporting of project results to donors and internal management.
Contribute to corporate and regional strategy development including organizational and regional strategy, roadmaps, and work program and budget.
Proactively identifies project and portfolio operational risks, and identifies strategic mitigation strategies and solutions with the regional team.
REQUIREMENTS
QUALIFICATIONS
(REQUIRED) Bachelorโs degree in administration, economics, finance, public administration, management, engineering, or any discipline related to the assignment.
(REQUIRED) At least 4 years of professional experience in the above fields..
(REQUIRED) At least 4 years of experience in financial management, procurement, and improving operational processes.
(REQUIRED) At least 4 years of experience with budgetary planning, donor reporting and enhancing operations to meet donor requirements.
(REQUIRED) demonstrable proficiency using Microsoft Office (with an emphasis on spreadsheets, dynamic tables and/or macros).
(REQUIRED) at least 4 years of demonstrable experience supervising small teams (+2 Staff) in administrative, budgetary and/or financial areas.
(REQUIRED) English fluency and communication (speaking, writing and presentation) skills, including publication of written material and ability to produce high-quality visual aids.
(REQUIRED) demonstrable Experience and proficiency with Enterprise Resource Planning software (e.g. ERP, SAP, Oracle, or similar).
(DESIRABLE) Postgraduate or masterโs degree in administration, economics, finance, public administration, management, or any discipline related to the assignment.
(DESIRABLE) At least 4 years of proven project delivery experience, i.e. managing the delivery of results within budget and on time, standardizing processes.
(DESIRABLE) Professional certification such as CPA or similar.
Experience of working with government officials and development partners in the Mexico and/or LAC regions.
(DESIRABLE) Working experience with international or technical assistance organizations that deliver donor funded projects.

WORKING CONDITIONS
The Senior Associate is an X7 grade level in GGGIโs Mexico salary scale. For the X7 National salary scale, the annual base salary starts from USD 32,096. Determination of base salary is subject to the candidate's experience, academic background and internal equity.
GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
