PROJECT BACKGROUND

The Ministry of Environment and Sustainable Development (MADES), through Law 7190/23, is leading the process of operationalizing Paraguayโ€™s national carbon market in alignment with Article 6 of the Paris Agreement. This involves a complex ecosystem of regulations, stakeholder consultations, institutional coordination, and capacity buildingโ€”all of which require sustained, high-level technical support.

To ensure institutional continuity, quality assurance, and national ownership of project activities, this technical assistance proposes the long-term engagement of a national consultant with proven experience in carbon markets, embedded within MADES from July 2025 to December 2025.

The consultant will serve as the Article 6 technical focal point for MADES and will also contribute directly to the implementation and quality assurance of strategic outputs under the project, including regulations, stakeholder consultations, and the development of the National Carbon Market Strategy and Operations Manual.

OBJECTIVES OF THE ASSIGNMENT

The consultant will be responsible for supporting the Ministry of Environment and Sustainable Development (MADES) in the implementation of Article 6 of the Paris Agreement through embedded technical help within the institution. The consultancy aims to ensure strategic coordination, technical consistency, and national ownership of project outcomes, including support in regulatory design, stakeholder consultations, the organization of capacity-building events, and the development of the Frameworks to operationalize the Carbon Market under Article 6. Through this ongoing technical support, the consultancy seeks to ensure that the development of Paraguayโ€™s carbon market is technically sound, institutionally grounded, and aligned with national priorities.

SCOPE OF WORK

The consultant will be responsible for a series of general and project-specific activities.

General Responsibilities:

Act as the Article 6 focal point within MADES.

Manage communication and engagement with external partners.

Facilitate coordination with ongoing and planned donor-funded initiatives.

Promote engagement with primary and secondary stakeholders to ensure national ownership of deliverables.

Provide embedded technical assistance to MADES for any task related to the implementation of Article 6 in Paraguay.

Support the organization of capacity-building events.

Provide support in the quality review of outsourced deliverables and the design of institutional and governance mechanisms.

Provide any other technical assistance required under the CTFR006 project.

Project-specific activities:

1: Awareness-raising and stakeholder capacity-building for equitable engagement in Article 6

Assist in the organization and delivery of four interministerial capacity-building workshops.

Assist in the organization and delivery one general consultation event.

Develop a technical advisory work plan tailored to MADESโ€™ institutional capacity needs.

Coordinate and deliver 5 to 8 online technical support sessions for MADES.

2: Governance frameworks and institutional capacities for Article 6 developed

Support the drafting and review of regulations under Law 7190/23, in coordination with an external legal firm.

Identify institutional gaps and support the quality review of:

o The Operations Manual (Subsidiary Regulations of Law 7190/23), and

o The Carbon Market Strategy.

Contribute to defining the vision and strategic objectives of the National Carbon Market Strategy.

Support the coordination of validation workshops and launch events.

Ensure technical consistency throughout the regulatory adoption process.

Review the economic and technological analysis of Paraguayโ€™s carbon market potential conducted by an external firm.

3: Mitigation activities originated and MAINs (Mitigation Activity Idea Notes) prepared

Provide support in the preparation and launch of the call for expressions of interest for mitigation project proposals and follow up on submissions.

EXPERTISE REQUIRED

The Consultant must meet the following requirements:

Hold a university degree (Bachelorโ€™s or higher) in fields relevant to climate change, environmental governance, or international cooperation (mandatory requirement). A postgraduate degree in climate policy, sustainable development, or environmental law will be considered an asset.

Have at least 4 years of proven experience in projects related to climate change and carbon markets (mandatory requirement).

Experience in providing technical assistance or coordination within public institutions or multilateral organizations.

Capacity to deliver technical assistance and facilitate capacity-building workshops.

Proficiency in English (intermediate to advanced, spoken and written) (mandatory requirement).

Strong technical writing and institutional communication skills in Spanish.

Experience in reviewing regulatory frameworks or supporting normative processes (desirable).

ADMINISTRATIVE INFORMATION

The consultant will report to the Project Manager in Paraguay. Other focal points are to be defined.

During the first week of assignment, the consultant will define the reporting arrangements of the consultancy, in consultation with the Project Manager.
