Consultant for District Climate Change Action Plans Guidelines Development

Rationale:

The government of Uganda has made significant progress in establishing a robust policy and legal framework to address climate change. Key instruments include the National Climate Change Policy (2015), the National Climate Change Act (2021), and the current development of climate change regulations and guidelines to facilitate the enforcement of the Climate Change Act. Currently, regulations for the carbon market mechanism are finalised while guidelines are under development to enable Ugandaโ€™s participation in article 6 mechanisms of the Paris Agreement.

In September 2022, Uganda submitted Updated Nationally Determined Contributionโ€™s (NDC) 2020โ€“2030 that serves as the countryโ€™s National Climate Change Action Plan, in accordance to Article 4 of the Paris Agreement and Section 6 of the National Climate Change Act.

In accordance with Part II, sections 7and 8 of the National Climate Change Act, all Lead agencies and District Local Governments are mandated to prepare a Climate Change Action Plan (CCAP) within one year of the development of the National Climate Change Action Plan. In particular, section 8(6) requires every district to submit its District Climate Change Action Plan (DCCAP) to the Climate Change Department (CCD) of the Ministry of water and Environment within one month of adoption.

To date, only Buikwe and Namayingo districts have developed and submitted their DCCAPs with the support from the Iceland Embassy. With a third being developed for Kasese with support from UNCDF. The limited uptake across the remaining districts reflects significant challenges in technical capacity, financing and the absence of operational guidelines to steer the development of DCCAPS.

The existence of the two districts with DCCAPs also presents an opportunity for documenting lessons learned and guiding the national-level process of developing the guidelines that would provide guidance to other local governments to develop the DCCAPs. Without these plans, districts are constrained in their ability to integrate climate change into local development plans, access climate finance and implement target resilience and mitigation measures.

Therefore, the experiences of Buikwe and Namayingo present a valuable opportunity for lesson learning and model replication, which can inform the design of the national guidelines that are context specific, technically sound and implementable across Ugandaโ€™s diverse local government structures. There is an urgent need to develop national guidelines for DCCAP formulation. These guidelines will standardize approaches, clarify institutional roles, and unlock both domestic and international climate finance.

The assignment requires the services of a highly qualified and experienced consultant to lead the development of the guidelines in a participatory and technical robust manner, ensuring that no district/local government is left behind in Ugandaโ€™s climate response.

Objectives of the assignment

The overall objective of this assignment is to support the Ministry of Water and Environment in the development of Local government/ District Climate Change Action Planning Guidelines. These guidelines will establish a standardized framework for the formulation of DCCAPs across Uganda, enhancing low carbon development and climate resilience at the sub-national level.

Specific objectives of the assignment/consultancy

The consultant will be responsible for delivering the following:

Conduct a Situation Analysis Review climate-relevant policies and plans Assess lessons from existing District Climate Change Action Plans (DCCAPs) Evaluate the institutional and technical readiness related to formulation of DCCAP of at least 2 districts per region Engage Stakeholders Facilitate inclusive consultations across government, civil society, vulnerable groups, and the private sector Promote a whole-of-society approach to climate planning Develop National Planning Guidelines Formulate clear and practical guidelines for DCCAP development Provide tools and methods (such as check lists) for climate risk and vulnerability assessment, including hazard mapping, sensitivity/exposure analysis, prioritization of adaptation and mitigation actions

Scope of work:

The consultant will be responsible for leading a participatory and technically rigorous process to develop the National Guidelines for the formulation of the District Climate Change Action Plans (DCCAPs). The assignment will be carried out over a five- month period and will include the following not limited activities:

Planning and inception; conduct an inception meeting with the contract manager to finalize on the work plan, methodology and deliverables. Review of relevant policies, existing DCCAPs, sectoral plans, regional/international best practices to establish the national guidelines. Stakeholder consultations: wider consultation across the board of the stakeholder to build ownership and gather insights. Fieldwork and case study analysis: conduct selected field visits with and without DCCAPs to document practical experiences, challenges and success factors. Drafting of the guidelines: Develop comprehensive, user friendly, and context appropriate guidelines that may include tools, templates and procedures for district level planning and budgeting. Technical review and validation: present the draft guidelines for structured feedback and consensus building. Final and handover of the revised guidelines.

The inception report will provide a detailed roadmap for the entire consultancy, including the consultant's interpretation of the assignment, methodological approach, stakeholder engagement strategy, work plan with timeline, and quality assurance mechanisms to ensure successful delivery of the enhanced BFP climate change assessment methodology.

Expertise required:

The selected Consultant shall have the following experience and qualifications:

Must poses a Masterโ€™s degree or higher in natural resources management, climate change, Agriculture and land use Management, Environmental Policy or Management, Public Policy, Geographical information and spatial analysis or other related disciplines. Over 8~15 years of experience that relate to formulation of climate change related legal and policy frameworks (policies, plans and strategies) at national and sub national level Proven experience in coordination and organisation skills of projects that relate to climate change management, conducting policy and institutional reviews, climate risk and vulnerability assessments and working with government ministries, districts, and/or development partners in Uganda or similar contexts Familiarity with Ugandaโ€™s climate change policy framework, decentralization structures, and development planning processes is strongly preferred. Proven experience in conducting policy research and analysis related to climate change, public finance, or fiscal policy. Experience in stakeholder engagement and facilitating consultative processes with government entities, development partners, and civil society organizations. Experience in capacity building and knowledge transfer related to climate finance or environmental budgeting. Fluent in English with strong skills in both written communication and technical reporting. Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.

ADMINISTRATIVE INFORMATION: All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report. The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application. All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages. Final report must be approved by the GGGI with the agreement of the Ministry of water and Environment.
