POSITION SUMMARY
The Program Associate, Agriculture will play a key role in supporting the successful delivery of the above-mentioned project. Reporting to the project lead, the Senior Officer Landscapes, the Associate will provide technical, programmatic, administrative, financial, and logistical assistance to ensure smooth project execution. This includes coordinating, implementing, and reporting on project activities. Additionally, the Associate will facilitate technical assignments for specific project tasks, with a strong emphasis on collaboration with key technical and advisory services provided by GGGI to the Ministry of Agriculture and Forestry. Furthermore, the Associate will contribute to resource mobilization efforts, communications, and knowledge-sharing activities, working closely with both internal and external stakeholders.
PURPOSE
Conduct technical research, both desk-based and field activities, on sustainable agriculture, landscape management, and climate change mitigation and adaptation, ensuring alignment with GGGIโs technical advisory services and project commitments. Provide technical assistance in preparing key project deliverables and outputs. Support the development and oversee of budget execution plans, schedules and workplans. Support organizing and implementing project activities, including policy consultations, validation meetings, workshops, and capacity-building programs, based on annual and biannual work plans and budget allocations. Manage and monitor procurement plans and requisition processes to ensure compliance with project implementation plans and funding agreements. Ensure adherence to GGGI policies on procurement, legal, HR, and finance within the designated project, working in coordination with the GGGI Lao PDR Operations Enabling Unit.
ENGAGEMENT
Assist in the preparation, organization, and processing of meetings and workshops to support program activities. Prepare briefing materials, presentations, reports, concept notes, and other essential project documentation as needed. Facilitate internal coordination meetings by taking notes, summarizing discussions, and supporting key activities. Collaborate closely with the Government of Lao PDRโparticularly the Ministry of Agriculture and Forestryโand other project stakeholders to ensure timely project delivery. Strengthen and maintain GGGIโs partnerships in the agriculture, landscapes, and climate change sectors in Lao PDR. Proactively anticipate donor and project requirements, ensuring services are aligned to meet project needs. Provide English-Lao-English translation for both verbal communication and document-based materials.
DELIVERY
Ensure timely project delivery in alignment with the project's logical framework. Assist with project reporting, including monthly progress updates, annual and biannual reports, and other documentation requirements. Maintain accurate project records in GGGIโs SharePoint / Teams systems, ensuring compliance with internal knowledge management standards. Organize meetings, focus group discussions, workshops, and training sessions with key stakeholders. Develop communication materials in collaboration with the Communications Assistant and external agencies for broader dissemination. Identify relevant policy-driven insights, synthesize best practices, and document lessons learned to support program objectives. Strengthen GGGIโs knowledge base by promoting the adoption, replication, and scaling of successful projects and activities.
REQUIREMENTS
QUALIFICATIONS
Bachelorโs degree in agriculture, agro-economics, environmental management, environmental science, climate change, public policy, or a related field. A master's degree in one of these fields is highly desirable. Preferably 3โ5 years of professional experience in agriculture, environmental, climate, or sustainable development projects. At least one year of experience conducting technical environmental analyses, such as surveys, policy reviews, environmental impact assessments, and other evaluations. Strong understanding of resilience and climate change adaptation in sectors like forestry, agriculture, energy, and urban development is an advantage. Prior experience in stakeholder engagement, including collaborations with government agencies, international development organizations, and the private sector. Ability to manage multiple projects and familiarity with standard project management processes. Proficiency in both English and Lao, with the capability to provide translation between the two languages as needed.

Support data collection and economic assessments in the agriculture and forestry sectors Modelling expertise (GEM, GACMO etc) is an advantage Communicate complex issues clearly to engage technical staff and leadership. Build and manage multi-stakeholder relationships at a technical level. Engage professionally, politely, and effectively with government counterparts. Foster open communication across cultures by actively listening and contributing to discussions. Demonstrate strong communication skills and a proven track record in stakeholder dialogue and private sector engagement. Uphold a high level of professional integrity in all interactions, both within GGGI and with its partners and clients.

WORKING CONDITIONS
The Program Associate, Agriculture, is an X6 grade level in GGGIโs national salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits. This position reports directly to the Project Manager of this project.

PROJECT SUMMARY
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countriesโ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
The GGGI Laos program has been expanding rapidly in the areas of climate change, green cities and green investment mobilization. Following requests from the Government of Lao PDR of enhancing interventions in the Landscape Management sector, GGGI signed in May 2025 a grant agreement with the Agence Franรงaise de Dรฉveloppement (AFD), to implement the project โBuilding Long-Term Climate Resilient Agriculture through Enhanced Governance in Investment Planning and Implementation and Adopting a Landscape Approachโ in support to the Ministry of Agriculture and Forestry.
