Plan International has been implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria, since Round 4 in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Covering countries like, Benin, Burkina Faso, Liberia, Cameroun, Guinea, Liberia, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.

Plan International has been awarded GC7 TB/HIV/RSSH grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia been selected to as PR to implement the grant with multiple partners including MOH as SR/SSR/SP (Service Provider).

This post is needed to ensure quality and compliance with programmatic and financial indicators of Sub Recipients, through on-going support to field work in research, planning, monitoring and evaluation.

ROLE PURPOSE

We are seeking a highly motivated and experienced Procurement and Supply Management Officer to play a key role in the implementation of a three-year national TB and HIV project under GFATM GC7 grant in Liberia. This position involves close collaboration with the World Food Programme (WFP), Liberia Ministry of Health facilities at national, county and community to ensure procurement of procurement of health and non-health products. This includes supporting the planning, sourcing, purchasing, inventory management, and supply chain coordination with various government and private sector stakeholders. The ideal candidate will have a strong background in procurement and supply chain management within the healthcare sector, particularly in TB and HIV programs.

The PSM Officer will assess procurement needs and forecast requirements for health and non-health products in support of the PSM strategy of improving the product availability, accessibility, and use of pharmaceutical supplies at all levels of Liberiaโ€™s public health system. The PSM Officer will actively engage with the supply chain stakeholders, collaborating with various logistics teams to ensure timely and efficient delivery of procured items.

The Project is led by Plan International Liberia, the Principal Recipient (PR) for the HIV and TB grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) to support National Aids Control Program response to AIDS epidemic and National Tuberculosis and Leprosy Control Program (NLTCP) towards TB elimination.

The project will leverage the existing system of WFP for the distribution of ARV, TB drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of both programs across the health facilities.

Dimensions of the Role

Under the guidance and direct supervision of the Deputy Director PSM, the PSM Officer will be responsible for implementation of the procurement and supply chain plans in line with project goals and objectives.

This role supports the MOH, NACP and NLTCP for all technical aspects related to the transformation of supply chain management. The PSM Officer will be responsible for executing on the approved procurement plans. This role will support the procurement and supply chain process, including sourcing suppliers, evaluating bids, negotiating contracts, and managing vendor relationships while ensuring compliance with procurement regulations, donor requirements, and local laws.

The scope of the assignment involves monitor inventory levels and initiating processes for stock replenishment; tracking and providing key information to support internal PSM processes. In addition, the PSM Officer is responsible for entering data in the internal reporting system to facilitate extraction of analysis for financial monitoring, identification and addressing of discrepancies as well as contributing to transforming the supply chain to efficiently deliver Anti-retroviral (ARV), Tuberculosis drugs, diagnostics, and other commodities at all levels. The PSM Officer will ensure the project activities are executed on time and will be responsible for the following major activities:

  • Collaboratively work with internal and external team members to develop comprehensive procurement plans aligned with project objectives.
  • Participate in development of annual project state specific work plans with the project team members and coordinate with the project leadership team of NACP and NLTCP on regular basis for execution of project deliverables. Identify, assess, and engage with existing and new suppliers, ensuring compliance with procurement policies and guidelines.
  • Ensure the regular and timely update of pipelines tools for better visibility for informed decision.
  • Provide support to improve the performance of supply chain management of NACP and LNTCP and counties and ensure the adequate inventory at all levels.
  • Ensure documentation and compliance by preparing and maintaining accurate procurement records, including purchase orders, contracts, and supplier agreements.
  • Work closely with WFP to ensure the timely procurement of high-quality health and non-health products from WAMBO and GDF
  • Implement quality control measures and address any discrepancies promptly.
  • Identify potential risks in procurement processes and implement mitigation strategies.
  • Provide training and support to local staff involved in procurement and supply management.
  • Report on PSM performance & compliance using the provided Performance Evaluation Tool and prepare inputs for quarterly and annual reports on PSM performance.
  • Monitor timely delivery of goods in counties and community-level facilities and ensure trouble-shooting on logistics issues.
  • Coordinate last-miles delivery services, track and trace data in various relevant platforms to report on progress of delivery. Proactively assist clients with queries and concerns, provide prompt solutions; escalate issues at the appropriate level.

    Accountabilities

    • Accountable for timely implementation of approved PSM activities, and in compliance with PIL and GFATM policies and regulations.
    • Ensure PSM performance data is accurate, current, and readily available to support report generation and decision-making.
