  1. Role and responsibilities

    The role of the M&E Officer is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Officer will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Project Officer will provide technical support to field staff pertaining to M&E and build capacity of staff in the designated field location by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.ย

    1. Adherence to NRC policies, guidance, and procedures.
    2. Support and contribute to the development and implementation of M&E systems, and tools.
    3. Participate in programme design and proposal discussions, including log frame design.
    4. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis, and use.
    5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment, or review.
    6. Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
    7. Support Juba programs based on the need.
    8. Work closely with M&E teams.ย

      These responsibilities are adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of programme intervention. This section shall be revised whenever the context changes significantly

      • Attending all weekly and monthly meetings and ensuring compiling all the data from those meetings and sharing them accordingly.
      • Collecting data on weekly and monthly basis, and reflecting them in M&E tools, and having them shared and reviewed accordingly.
      • Conducting data quality checks on all reported data to IPT/GORS and plug out discrepancies to project implementing focal persons and harmonize the data.
      • Conduct regular field visits to project activities implementation sites and present findings and lessons learned from the visits to implementing teams to improve programming
      • Project progress tracking through the available tools and report on unique beneficiaries by project
      • Review all PDM and assessment tools with the relevant person and making sure that all tools are ready on time for the field team to use them.
      • Analyzing all data received from the field team, preparing M&E reports and analyses and share them accordingly.
      • Reviewing all intervention reports from M&E lens to ensure that all data reported are correct and in line with each other. To report any missing documents or information to the PC and PM.
      • Support and contribute to the development of a data management system through tools development, documentation, implementation, and coordination of standardizes information flow of M&E activities and reporting.
      • To conduct PDM, assessments/outcome monitoring missions in the field along with the other field team members, and to participate in any other field mission as delegated by the line manager.ย 
      • Carry out any other task relevant to the position as may be assigned by the supervisor.

        By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

        • Area manager and program staff, PM, PC, TLs and Officers.

                • At least 2 yearsโ€™ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
                • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation using both quantitative and qualitative methods
                • Understanding of data and information needs for program managementย 
                • High level English language proficiency (speaking, reading, writing)
                • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

                  Context related skills, knowledge, and experience:ย 

                  • Good communication and interpersonal skills

                  • Good cultural awareness and sensitivity

                  • Advanced English Language level (Business English is a plus)

                        Duty Station and Living Conditions

                        This position will be based in Kajo-Keji County and will require the staff to travel inside and within different areas of Kajo-Keji County and its vicinity.ย  As the position is for South Sudanese nationals only, the employee will be responsible for finding his or her own accommodation and welfare.
