Females are highly encouraged to apply.ย What we are looking for: Haiti is facing an unprecedented security crisis, with heavily armed gangs controlling vast territories, particularly in Port-au-Prince. The violence has led to mass displacement, with over 1 million Haitians forced to flee their homes. Civilians are increasingly caught in crossfire, facing extortion, forced recruitment, and restricted access to essential services. Schools and hospitals have been shut down or severely disrupted, leaving communities without education and healthcare. Families struggle with loss, instability, and psychological trauma, deepening the humanitarian crisis. In 2024, NRC launched its operations in Haiti, providing essential first-line responses in WASH, Education, and ICLA (Legal Aid) services. NRC aims to scale up its Education response through a coordinated approach ensuring close collaboration with the Education Cluster and its partners. The following is a brief description of the role. What you will do:
Generic responsibilitiesย
- Development/update of the Education strategy, technical SOPs / guidelines and Macro LFAsย that are aligned with regional and global strategies and priorities.
- Compliance and adherence to NRC policies, Education tools, handbooks and guidelinesย
- Responsible for development and management of funding proposals, project budgets and donor reportsย according to Financial Handbook and donor requirements
- Overall technical management of project staffย
- Coordination and management of Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirementsย
- Capacity building of and transfer of key skills toย overall programme staff across the country of operation.
- Liaison and collaboration with relevant local and national authorities and stakeholders and represent NRC in relevant forums/sectors/working groups.ย
- Promotion of the rights of IDPs/returnees and ensure adherence to humanitarian principles.
- Participation in Project Cycle Management (PCM) key events.ย
- Responsible for the oversight of M&E of the project in Haiti, including data collection, analysis and evaluation.
- Development of Education advocacy messages.

Specific responsibilitiesย
ย
- Be responsible to define, develop and grow NRC Haiti โs Education programme ensuring that it remains relevant, needs-based and data driven.
- Be responsible for the Education programme in Haiti, which includes overall responsibility for technical direction, effective and efficient management of the Education projects consistent with the NRC project management cycle to ensure effective implementation (on time, on track, on budget).
- Collaborate closely with Country Representative on implementation of Education projects in Haiti.
- Contribute to the development of Country and Area strategies.
- Lead capacity building activities, provide technical and implementation support and guidance to field-based Education staff and build a robust education project team with appropriate technical and project management capacity to implement Education projects/activities.
- Identify trends in technical standards, donor priorities and funding opportunities relevant for the development of the Education programme in Haiti.ย
- Lead on defining and developing a psychosocial support component in collaboration with education sector partners.
- Lead the development of alliances with key Education actors.
- Develop relevant tools and Standard Operating Procedures (SOPs) and associated tools to ensure harmonized programme implementation across areas.
- Provide technical oversight of the overall Education programme.ย
- Initiate and conduct new needs assessments relevant for the Education Core Competency (CC) in coordination with other CC to ensure synergies and multi-sector responses.
- Ensure that key learnings are extracted from implementation of Education programmes, and incorporate them in programme and staff development processes.
- Responsible for ensuring Safe and Inclusive Programming standards are integrated and implemented in Education programming.
- Solicit, develop, promote and share ideas for improvement, innovation and necessary changes in project approaches and activities.
What you will bring
Generic Professional Competencies:ย
- University Degree in Educational Sciences (Pedagogy) or Social Sciences (Sociology, Anthropology, etc.). Preferably with a Postgraduate Diploma and/or masterโs degree in social sciences, Humanitarian Affairs or Project Management, or related fields.ย
- Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context
- Experience working in complex and volatile contexts
- Technical Education expertise
- Documented results related to the positionโs responsibilities
- Knowledge about own leadership skills/profileย
- Fluency in verbal and written English and French required
- Experience with facilitating trainingsย
Specific Skills, Knowledge and Experience:ย
- Knowledge of education context in Haiti is an asset
- Experience with remote management is an asset
- Experience managing growing programmes

- Understanding of SPHERE and INEE minimum standards
