JOB TITLE: Programme Policy Officer- M&E

DUTY STATION: Bangui, Central African Republic

DURATION: 11 months

CONTEXT AND OBJECTIVE:

The Central African Republic (CAR) has one of the most acute humanitarian crises in the world. The country has been afflicted by successive coups and waves of conflict, culminating in the 2013 crisis with unprecedented levels of violence which continues to grip the country. As a result, hundreds of thousands of people are still displaced and face acute food insecurity. Across the country, there are about 700,000 people internally displaced. According to the May 2023 IPC a total of 1.7 million people (representing 41% of the population of 6.1 million) are in a situation of significant acute food insecurity.

The united Nations World Food Programme (WFP) is implementing since march 2023 a Country Strategic Plan (CSP) through which it provides humanitarian food assistance to the most vulnerable people affected by crisis mainly through general food distributions, nutrition prevention and treatment intervention, school based programme, and resilience building using in kind food transfer, Cash-based Transfers(CBT) and capacity strengthening.

WFP Central African Republic Country Office has elaborated a Monitoring, Evaluation, Accountability and Learning (MEAL) plan which must strengthen the existing monitoring and evaluation system so that it becomes decision-making tool sensitive to the local context and the needs of the affected populations while demonstrating the effects of WFP interventions.

While continuing to meet corporate requirements (accountability and performance management), the strategy aims to strengthen the capacity of the M&E system to generate quality information to improve the programme quality by focusing on the needs of affected population and produced evidence on the improving of food security in CAR.

It is within the background that WFP CAR is recruiting an international M&E consultant who will have as assignment is to strengthen technical capacity of WFP staff, governments and partners to finalize the M&E strategy and improve WFP CAR Country Office performance measurement at output and outcome level.

DUTIES AND RESPONSIBILITIES:

Under the direct supervision of the Head of Programme and working in close collaboration with the other programme units, the incumbent is expected to contribute to the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality

evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing decentralized evaluations, and thematic/mid-term reviews and positioning WFP as a reliable partner for the CAR government to build monitoring and evaluation strategies. He/she is also expected to contribute to the formulation and implementation of the country monitoring and evaluation strategy, lead various initiatives and contribute to policy development.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Lead the development of Monitoring, Review and Evaluation strategy and plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements;
  2. Budget for M&E costs and advocate for appropriate financial and human resourcing;
  3. Provide inputs to the formulation of the Monitoring and Evaluation Strategy and support its operationalization;
