What we are looking for The purpose of the LFS Coordinator is to provide technical backstopping to and ensure effective implementation of all resilient livelihoods and food security interventionsย (agricultural/ Natural Resource Management/ VSLA and Nutrition sensitive interventions) in Kampala & SW in response to needs of refugees, asylum seekers, IDPs, host community and returnees. What you will do
Generic responsibilities (max 10)
Adherence to NRC policies, guidance, and procedures Contribute to LFS strategy development, project proposals, provide input on needs and gaps, including on protection risks, and needs to the Multi- CC Manager. Manage and implement portfolio of LFS projects (activities, budget, and project documentation) as delegated from Multi- CC Manager in line with proposals, strategies, and donor requirements, and ensure high technical quality. Help in conducting needs assessment data collection, analysis, and report generation on periodic basis.ย Provide regular progress reportsย and flag any challenges or implementation delays to the Multi CC Manager and CC Specialist. Promote and share ideas for technical improvement and necessary changes in the activities. Explore and assess new and better ways to assist projects target beneficiaries most in need of protection. Ensure capacity building and transfer of key skills to staff and partners.ย Liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies. Promote the rights of IDPs/returnees in line with the advocacy strategy.Specific responsibilitiesย
Lead the start-up, assessment, and implementation, and close-out of Livelihoods and Food Security projects.ย Oversees timely, efficient, and quality implementation of LFS projects and activities in Kampala SW Area Office by ensuring that all document guiding implementations such as budgets, DIPs, cash forecasts are developed and/ or periodically updated and used correctly. Oversee projects implementation duties, ensure donor compliance for all activities, and interface with colleagues in the support section to ensure adherence to donor policies and internal procurement procedures. Co-operate closely with counterparts from other NRC core competencies to ensure integration of NRC services in targeted areas and ensure the same for all project staff. Design and implement, in coordination with the LFS Specialist and M&E unit, appropriate M&E systems and tools to measure programme quality and evaluate the impact, cost-effectiveness, and relevance of activities.ย Responsible for compilation of bi-weekly and donor reports on the CC activities, ensuring that information generated by field staff is of quality and consistent before submission and further dissemination. Train Livelihoods & food security field staff, partners and relevant stakeholders on basic Livelihoods & food security concepts and tools Works with officers in planning community meetings for beneficiaries and stakeholders Line management/supervise LFS field staff to aid efficient and effective service delivery to beneficiaries during project implementation. Liaises with local leaders and authorities giving overview of project activities, seeking their support and participation where required. Oversee the beneficiary selection process, based on guidance and procedures set by the M&E Coordinator. Keep track of project expenditures and flag any underspending/ overspending issues to the Multi CC Manager. Ensures that Baseline Surveys, Post distribution Monitoring (PDMs) and End-line surveys are carried out on time, including participating in data collection and data analysis as needed. Ensures that M&E plans are implemented on time, working closely with the M&E team in Mengo office. Participates in program performance reviews/ discussions as may be required. Attend technical working group meetings as agreed with MCC PM and PfV Specialist. Experience from working in support functions in a humanitarian/recovery context. Previous experience from working in complex and volatile contexts. Documented results related to the positionโs responsibilities. Fluency in English, both written and verbalยContext/ Specific skills, knowledge, and experience:ย
Holder of a Bachelorโs degree in Agriculture, natural resource management, Environmental Science/Forestry or equivalence in a relevant field Postgraduate or Masters Qualification will be added Advantage. At least 5 years of experience working experience in food security and livelihoods projects, including exposure to Cash and Voucher Assistance and skills in climate smart agriculture. Documented results in supporting smooth Project Implementation from start to closure. Previous experience from working in complex refugee or internally displaced context required. Experience with key humanitarian/Development donors rules and regulations- ECHO, EU, UN- UNICEF, UNHCR, etc.โฆ. Experience in managing budgets and well versed in donor report writing.ย Demonstrated previous experience in supporting programs implementation teams on various/ multiple donor projects. Strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
