Join NRC Belgium as a Finance & Administration Manager!
Take on a pivotal role in ensuring the smooth and compliant operation of NRC Europeโs financial, administrative, ICT, and HR functions. In this role, youโll lead financial planning and reporting, oversee office resource management, and ensure compliance with internal policies and Belgian legal requirements. Youโll also serve as a key liaison for audits, governance, payroll, IT, and data protection, playing a central role in upholding operational efficiency, accountability, and strong internal communication across NRC.
What you will do:
Here are some of your specific responsibilities.
- Day to day overall responsibility over the running of NRC Europeโs finances.
- Manage the implementation of accounting practices, standards, adequate financial management routines and systems in accordance with quality and policy requirements from NRC Europe, NRC, donors, and authorities.
- Oversee annual audit process and ensure financial compliance.
- Manage HR and Payroll related matters including recruitment process benefit plan, and onboarding of new staff members. Collaborate with external advisory services providers on a regular basis to ensure full compliance with Belgian labour and tax legislation.
- Oversee overall budget control and monitor cash flows and expenditures.
- Provide up-to-date analysis and required reports of the financial situation.
- Reconcile accounts with NRC in Oslo and in the field at all times.
- Ensure responsibility for the preparation of the annual financial statements, the meeting of obligations towards the Belgian authorities and the liaison with NRC Europeโs accountant and auditors.
- Ensure responsibility to reply to all requests from NRC on specific projects and financial issues.
- Maintain a particular responsibility towards transparency and accountability.
- Oversee the Office Management to reinforce the efficient running of Brusselsโ office.
- Act as the focal point for any IT related issues.
- Act as focal point on Personal data protection.
- Act as focal point on Logistics.
- Manage external providers of business services.
- Provide support to all staff on financial matters.
- Perform other HR, financial and administration duties assigned by the Director, as and when required.

What you will bring:
- Minimum 5 years of relevant practice of financial management, preferably with humanitarian international projects & in Belgium.
- Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Experience from Belgian accounting is an asset.
- Conscientious, rigorous, and structured person with strong analytical, planning and administrative skills.
- Experience of facilities management or similar.
- Excellent budgeting skills.
- Proven skills and experience in financial report writing.
- Relevant experience of HR management and sound knowledge of the Belgian labour law. ย
- Solid experience of work with windows-based computer software, and modern accounting-systems
- Experience in EU financial regulations.
- Fluency in English & French (or Dutch), both written and verbal
