POSITION TITLE: Senior Manager-Finance and Administration LOCATION: Dhaka, Bangladesh DEPARTMENT: Human Rights and Empowerment STATUS: Full-time; contingent upon continuation of donor funding REPORTS TO: Ashshash Project Director BACKGROUND: The Ashshash Phase II: For Men and Women Who Have Escaped Trafficking project works to ensure the protection of human trafficking survivors through social and economic support services. Ashshash is a four-year project (June 2023 โ May 2027) funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Winrock International. Winrock International is a recognized leader in the U.S. and globally, providing solutions to some of the worldโs most complex social and agricultural challenges. This is a local/national position and is not eligible for international allowances or relocation allowances. POSITION SUMMARY: The Senior Manager-Finance and Administration will oversee all financial accounting and general office services for the Ashshash project and maintain organized records and documentation in adherence with Winrock and SDC procedures. Specific responsibilities include but are not limited to: Manage the accounting, finance components of the project in-country, including the various petty cash funds and field office finance and accounting. Ensure consistency with Winrock standard operating procedures, policies and accounting principles. Develop procedures for monitoring and analyzing project budgets, which may include projection of expenditures and comparisons of actual and budgeted spending. Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations. Ensure financial reporting is in accordance with SDC and Winrock contractual requirements. Advise project staff on financial health through the provision of timely financial expenditure reports. Review vouchers prepared by the senior finance officer (disbursement, receipt and general journal vouchers) for expenditures and ensure that expenses are reasonable, allowable and allocable to the project. Administer payroll procedures for national staff. Maintain financial controls and procedures for the management of funds and sub awards/contracts. Produce budget projections and reports for Winrock HO for submission to SDC. Keep close contact with bank for mother bank account and project bank account maintenance. Liaise with the Project Director to ensure that project needs are being met in terms of accounting, contracts, human resources, IT, and operations. Supervise project staff and consultants working on finance for the project. Monitor partnersโ management of funds and cross-check source documents. Ensure full GoBโs VAT and tax compliance, as well as NGOAB compliance. Submit necessary reports (VAT with holds, tax withholding, and others as required) to NBR and Deputy Commissioner of Taxes. Maintain liaison with NGOAB and submission of necessary reports e. FD-6, FD-2, FD-9, FD-1, FD-4 as and when required. Support Winrock International for consolidated audit as required for NBR submission. Maintain financial files (both hard and soft copy, and QuickBooks data) and lead annual audits (FD4, donor audit etc.) QUALIFICATIONS: Education: Masterโs degree in Finance/Accounting/Business Administration or Chartered Accountancy Course Completion (CA. CC) preferred Work Experience: Minimum of 7 years of relevant experience in financial management and leading administration on large-scale and complex projects. Demonstrated expertise and excellent track record in finance, accounting, budget preparation, and management. Proven experience in supervision and management of staff. Understanding and demonstrated experience in contracting of NGOs in Bangladesh. Skills/Knowledge: Preference will be given to those with extensive knowledge of Winrock and SDC rules and regulations. Demonstrated understanding of administration, procurement processes, compliance, and reporting. Strong knowledge of GoB and NGOAB rules and procedures, reporting requirements, procedures for release of funds, annual audits, etc. Excellent interpersonal skills and teamwork. Fluency in oral and written Proficiency in MS Office/Excel and QuickBooks. Relevant skills in usage of IT equipment and applications. Willingness to travel regularly in the country.
