The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Chad, a vast landlocked country in north-central Africa with a population of 16.8 million, faces significant challenges. It ranks 187 out of 189 on the Human Development Index and 113 out of 116 on the Global Hunger Index. Hosting over one million refugees, Chad grapples with one of Africa's largest refugee populations. Since the onset of the conflict in Sudan in April 2023, Chad has witnessed a nearly doubled refugee population, with over 500,000 new arrivals from Sudan. Concurrently, Chad continues to struggle with severe food insecurity, affecting approximately 2.1 million people, corresponding to the worst lean season in a decade.

In 2024, under its new Country Strategic Plan (CSP), WFP Chad aims to scale up resilience activities targeting host communities, refugees, and internally displaced populations. With ongoing projects in most provinces, WFP Chad faces unprecedented challenges due to the influx of Sudanese refugees, climate change-induced decreases in productive capacity, and the imperative to address the needs of displaced populations. Consequently, WFP Chad prioritizes evidence generation to inform policy and strategic decision-making. The Resilience team seeks to hire a Resilience and Livelihoods Monitoring and Evaluation Officer to support systematic evidence generation of its programmes to enhance its ability to deliver on the Changing Lives agenda.

Chad CO has also received multi-year funding from the Changing Lives Transformation Fund (CLTF). Generating new evidence and measuring impact are key prerequisites to received CLTF funding. The Chad CO is, therefore, in the process of designing an impact measurement exercise under the CLTF.

JOB PURPOSE

The World Food Programme is seeking to hire a Resilience and Livelihoods Monitoring and Evaluation officer to support the impact measurement of its resilience and livelihood programmes in general, and the CLTF-funded work in particular. The consultantโ€™s main responsibility will be to coordinate the development and implementation of Monitoring, Review and Evaluation Plans for resilience programmes and ensure there are aligned with WFP corporate standards. The consultant will interact with various units in the CO, incl. RAM and Programme, but also with the CLTF team in HQ, OEV and the external company retained by the CLTF at HQ to support impact measurement at CO level. The objective is to generate quality evidence on the impact of programmes on beneficiaries and inform policy, strategy and programme design and implementation. The incumbent will report to the Head of Resilience and will be working closely with the Research Assessment and Monitoring (RAM) team, the research consultancy firm, sub-offices and Government Officials.

ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):

The consultant, based in Nโ€™Djamena, Chad, with frequent field travels, will be responsible for:

  1. Enhancing evidence generation for WFP Chad's resilience and livelihoods programs by contributing to program design, development, and implementation.
  2. Developing and overseeing the implementation of monitoring, review, and evaluation plans for resilience and livelihood activities.
  3. Finalizing and implementing the learning agenda under the CLTF funding which specifically entails an impact measurement exercise with a counterfactual.
  4. Coordinating data collection activities and compiling data (e.g., administrative data, community surveys, interviews).
  5. Supporting the RAM unit and WFP Management in addressing recommendations from monitoring, reviews, and evaluations.
  6. Producing regular reports and analysis, making findings accessible through user-friendly tools and platforms.
  7. Building monitoring and evaluation capacity among WFP staff and partners through training and information sharing.
  8. Integrating protection and gender perspectives to ensure equal participation of women and men.
  9. Contributing to the development and implementation of field protocols, survey instruments, and progress reports.
  10. Acting as a liaison among research team members, UN agencies, government representatives, local stakeholders, and field staff. Ensuring smooth communication between CO units, HQ divisions and external companies supporting M&E and impact measurement activities.
  11. Facilitating the dissemination of reports and results, including feedback to affected populations.
  12. Performing other duties as required.
