TITLE: Information Management Systems (IMS) Specialist
REPORT TO: Information Management Systems (IMS) Director, FHI 360 in Bangladesh

We are currently seeking qualified candidates for the position of IMS Specialist for the Tuberculosis project based in Dhaka, Bangladesh. This position is dependent on receipt of funding.
Position Summary
Under the supervision of the IMS Director, the IMS Specialist will collaborate closely with the program team, technical partners, and various stakeholders, particularly the National Tuberculosis Control Program (NTP) and the Management Information System (MIS) of the Directorate General of Health Services (DGHS), as well as our software development partners. The primary focus will be on ensuring comprehensive development, effective management, and continuous maintenance of the national TB systems to uphold high standards of quality and support improvements within the NTP.
Key Responsibilities
- System Development and Customization
- Support the IMS Director in developing and customizing the information management systems as per project requirements.
- Ensure that the systems meet the specific needs of TB diagnostic data management and reporting.
- Participate in the design and implementation of new features and enhancements.
- Integration Planning and Implementation
- Collaborate with the IMS Director to plan and execute the integration between e-TB Manager, ASPECT and Janao.
- Ensure interoperability between these systems, focusing on seamless data exchange and functionality.
- Work closely with mPower team to integrate the systems with other National Health Information Systems (HIS) like DHIS2, HRIS and Shared Health Record (SHR)
- Data Management and Quality Assurance
- Oversee data management processes within e-TB Manager and ASPECT, ensuring data accuracy, completeness, and security.
- Implement data quality assurance measures and protocols to maintain high standards of data integrity.
- Monitor and analyze data trends, identifying areas for improvement and optimizing data workflows.
- Training and Capacity Building
- Conduct training sessions for end-users on the system operations and use of information management systems.
- Provide technical support and guidance to users of e-TB Manager, ASPECT, and integrated HISs.
- Collaborate with mPower team to build capacity among stakeholders for effective system utilization.
- Documentation and Reporting
- Maintain comprehensive documentation of system configurations, integrations, and workflows.
- Prepare regular progress reports and updates for the IMS Director and project stakeholders.
- Work with MEL Team to document lessons learned and best practices for future reference and improvement.
- Prepare deliverables for USAID, technical brief, technical highlights for the project milestones and achievements.
- Prepare technical documents, end-user guidelines (user guide, training manual etc.)
- Technical Support and Troubleshooting
- Act as a focal point for technical support, addressing issues related to system functionality and performance.
- Troubleshoot problems reported by users, escalating complex issues to the IMS Director and technical teams as necessary.
- Ensure timely resolution of technical issues to minimize disruptions in system operations.
- Project Coordination and Communication
- Coordinate closely with the IMS Director, mPower team, and other project partners to align activities and achieve project milestones.
- Communicate effectively with stakeholders to gather requirements, provide updates, and address concerns related to IMS.
- Participate in project meetings, workshops, and reviews, contributing insights and technical expertise.
- Transitioning and Sustainability
- Collaborate with stakeholders under the guidance of the IMS Director to develop transition plans ensuring their sustainability beyond the project lifecycle.
- Work closely with the NTP and MIS teams to facilitate smooth transitions.
- Identify potential risks and challenges in the transition process and develop mitigation strategies to ensure the systems are effectively integrated and adopted for enhanced TB programming outcomes.
Minimum Requirements
- Bachelor of Science in Computer Science and/or Engineering from a reputed university.
- Minimum 5years experience in software project management, preferably in HIS and e-Health domain.
- Experience in working with Opensource software development technologies and teams
- Experience in server management in Linux and Windows system
- Excellent interpersonal and teamwork skills.
- Competent in using Power BI and/or Tableau, DHIS2, Microsoft Office package, particularly, Word, Excel, and Power Point and with experience using database, data visualization and data analysis software.
- Ability to perform system administrative activities.
- Ability to work independently with minimal supervision and work with others effectively.
- Prior experience in international non- governmental organizations (INGOs) preferred.
- Fluency in English and Bengali language is required.
- Position open to Bangladeshi nationals or individuals who have the legal authority to work in Bangladesh.
