The purpose of the ICLA Technical Officer position is to conductย Information Counselling and Legal Assistance (ICLA)ย project portfolio activities in Gaza andย coordinate the implementation of delegated projects.
- Provision of legal information, counselling and assistance, technical and legal support and policy advice on Housing Land Property (HLP), Legal Identity and Civil Documentation, Residency and Access to Services,ย and other legal protection issues as pertinent to ICLA response, to project participants and other stakeholders.
- Supervision of delegated project implementation plans, activity work plans and drafting of related progress reports, includingย providing direction, guidance and support to ICLA project officers and oversight of the content and quality of legal information, counselling and assistance services provided by NRC and its implementing partners.
- Any other task assigned by management.
- Contribute to the management of ICLAโs partners and consultants by drafting project and procurement documentation, monitoring, and assessing performance and ensuring proper reporting, including data entry into MIS and filing of documents.ย
- Contribute to ICLA programme development by identifying, analysing, and documenting violations of the rights, proposing and advocating remedies; contributing to the monitoring and profiling exercises, legal research and outreach activities organized and/or attended by NRC and cooperating, as relevant with other NRC Core Competencies and units to develop an integrated response to the project participantsโ needs.
- Compile narrative and statistical reports in the respective formatsย including collection and processing of ICLA data and ensuring regular monitoring and check-up of the entered data with actual reports.
- Ensuring proper documentation and filing of documents (preparation of PRs, movements, payments, invoices, monthly reports).
- A university degree in the field of law, international law, or other relevant field, a masterโs degree in law, human rights, or any relevant field, is an advantage.ย
- Palestinian Bar Association is required.ย
- Minimum 3 yearsโ experienceย in civil law matters including housing, land and property, civil documentation and employment issues, laws, procedures, and practices operative in Palestinian Law AND significant protection experience, preferably in a humanitarian/ recovery context.
- Demonstrable experience in negotiating with authorities and/or others and in advancing the interests of vulnerable beneficiaries before such stakeholders.
