  1. Role and responsibilitiesย 

    The ICLA Team Leader will be responsible for the implementation of ICLA projects in the Area Office, ensuring the supervision ICLA staff in day-to-day activities, the planning of activities, the regular reporting to ICLA Project Manager, the representation of NRC ICLA Programme and liaison with relevant authorities and other stakeholders in the area and coordination with external stakeholders.ย

Specific Responsibilities:ย 

Line Management. Responsible for the direct line management ofย officers and technical assistants project staff, as well as community volunteers and incentive workers.ย 

Attendance: The Team leader oversees the attendance of the officers, technical assistants and volunteers in his/her team. He/She makes sure that the following is reported: timesheets, daily attendance/annual leave tracking, monitoring of absences, delays in arriving to the duty station, sick leaves, etc. ย

The Team Leader is in charge of following up through written documentation of any absence, late attendance or early leaving of the office without notice with the relevant staff.

Performance: He/she ensures the performance management of all team members officers, technical assistants and volunteers: setting and monitoring achievements of performance goals and staff development, making sure that they report against the workplan on a timely and qualitative manner.ย  The Team leader ensures the performance management of all team members: setting and monitoring achievements of performance goals and staff development. He/she ensures to complete WDPs for all reporting staff by end of January of each year and to conduct check-ins on NRC People every two months.ย 

Goal setting. Collaborate with the project manager to set team plans, objectives and goals aligned with the core competency activities, targets, projects and strategyย  ย  Performance monitoring. Monitor the team membersโ€™ performance, providing constrictive feedback and coaching/training when necessary, with the support of the ICLA project manager and CC Specialist.ย  ย  Strategy Development. Support the ICLA Coordinator, ICLA Project manager, ICLA Specialistย  in developing and/or revising the Core Competency Strategies by providing Area-level analysis and recommendations for needs and response options. ย  Technical Support.ย Oversee project activities to ensure that all assignments are completed according to technical standards and best practicesย through conducting regular field visits, spot checks and providing guidance to field teams.ย  ย  Assessments.ย In collaboration with the ICLA coordinator and ICLA Project manager, overseeing all assessments undertaken by the project team.ย 

Project implementationย 

Plan for the team's awareness activities (group information sessions and other media for awareness raising) , sets work plans in line with targets and oversees the quality of provided services, Plan for the teamโ€™s legal case management activities (counselling and legal assistance for non-complex cases, internal and external referrals) , sets work plans in line with targets and oversees the quality of provided services, Supervises the enforcement of ICLA programme guidelines and procedures in line with the ICLA strategy, guidelines and SOPs, Ensure compliance by the ICLA staff on ICLA policies, guidelines and SOPs, and the implementation and use of ICLA case management and M&E tools, Builds the capacity of team members and provides ongoing case work support, including through the development of dedicated work tools and IEC materials, Make sure that the team receives the needed induction and regular trainings in order to perform in accordance to the needed standards,ย  Coordinates the team's activities internally in the team, with NRC core competencies and externally with local communities, stakeholders and partners, Oversees the team's referral activities, including updates of service mapping, referrals received and sent, internal and external, in order to ensure the best qualitative approach for successful referral system Monitor the general context through regular field access and coordination to identify issues affecting displacement affected populations and inter-community relations, Ensure that procurement and spending plan actions are executed in a timely manner to ensure the smooth implementation of activitiesย  Produces periodic quantitative and qualitative reports on activities, operational issues and field trends and to report on the progress of the projects, Monitor relevance of ICLA services and actively coordinate with peer ICLA staff members across areas of operation to reflect any changes to tools, approach and content of services, Contribute to the identification of possible collaboration opportunities with other actors (humanitarian, private sector, academia), representing NRC in relevant forums and leading promotion initiatives linked to the ICLA project, Ensure comprehensive documentation of all activities conducted, Oversight regular post service monitoring exercises for ICLA services, Any other task relevant to the position as requested by the line manager.

Accountability. Responsibility for ensuring adequate accountability of all team members for ICLA activities documentation, including attendance sheets, legal case management files, entries in dynamics, correct use of database, reports and case management tools, any other means of verification, monitoring reportsโ€ฆ, as per NRC policies and the requirements of management for ICLA or related activities. The team leader also makes sure that NRC assets are handed, handled, managed and kept in safe and secure way, will make sure that delegation of assets are done to team members and volunteers and that NRC assets are stored in a safe manner.

Safe and inclusive programming. Responsible for supporting safe and inclusive programming in all ICLA related activities throughout the project-cycle. This includes โ€“ but is not limited to โ€“ ensuring safety and dignity of project participants, understanding their diverse needs, enabling meaningful access to NRCโ€™s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the NRC Safe and inclusive programming guidance, Protection Mainstreaming Strategy, tools and guidelines.

Project M&E. As delegated by line-manager, and with the support of the M&E department, responsible for accurate and high-quality Monitoring and Evaluation of NRC ICLA related activities, including information management and archiving. This will include - but is not limited to โ€“ the successful implementation of information, counselling, and legal assistance, legal case management, training sessions, assessments, drafting success stories and case studies, output reporting and outcome monitoring assessments, evaluations conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Libya M&E Strategy, tools and guidelines.ย 

Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC ICLA Area-level achievements through all relevant reporting mechanisms. This includes, but is not limited to, internal reporting mechanisms (weekly, monthly reports, NRC GOORS and any relevant reports), donor reports and inter-agency reporting of achievements (E.g. 4Ws).

Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the ICLA project team, within other Core Competencies and with the Support Team.ย
