- Role and responsibilities
The position will contribute towards the development of ICLA emergence Programme in country through technical support for ICLA related assessments and activity implementation conducted in the different States where an emergency response has been initiated. The position may include a supervisory role over ICLA project assistants, paralegals, and causals. ย In addition to this, the officer is responsible for overall management and implementation of ICLA activities in line with NRC and ICLA strategy. This position will involve at least 90% travel to different project implementation locations where an emergency response has been initiated.

Specific responsibilitiesย
Undertake and support ICLA needs assessments and scoping studies to be conducted in different emergency situations to develop the ICLA Programme Management and oversight of ICLA counselling and legal assistance services for beneficiaries.ย Ensure proper budget monitoring and efficient utilization of funds.ย Implement and develop M&E activities and ensure timely reporting of relevant activities in line with NRC guidelines.ย Act as primary point of contact for legal partners/legal aid providers supporting ICLA in the provision of assistance.ย Ensure that partner services are provided in line with NRC standards and procedures. Support ICLA staff to carry out regular outreach including, where appropriate, home visits to particularly vulnerable clients that would be otherwise unable to access the office or legal centers.ย Ensure that appropriate internal and external referral pathways are utilized. Represent NRC at relevant working group and other coordination forums. Conduct awareness raising, capacity building and training activities for communities, government officials and NGOs on ICLA thematic areas.ย Supervise, evaluate, and appraise the ICLA Project Assistant(s), providing technical guidance when needed.ย Conduct regular analysis of the displacement situation and support relevant research to develop ICLAโs Programme. . Assist in strategic review and identification of other relevant ICLA activities. Contribute to the development of NRCโs Country strategy, action plan and activities plan and priorities in the ICLA sector.ย Perform any other relevant tasks as assigned by the supervisor.Critical interfaces
