The purpose of the Housing and Urban Planning Technical Officer position is the implementation of the housing and urban planning activities. The role involves review and assessment of existing housing programs and contributing to the development and execution of new housing and urban planning programs, ensuring alignment with national policies and an area-based approach, with a particular focus on the needs of internally displaced persons (IDPs), conflict-affected persons, and other vulnerable groups.
Generic Responsibilities:
Provide technical expertise in the implementation of housing and urban planning projects under the supervision of the Housing and Urban Planning Coordinator, ensuring alignment with technical standards, project goals, and national urban planning regulations.Adhere to NRC policies, guidance, and procedures, and be aware of NRC global and regional strategies relevant to housing and urban planning. Ensure compliance with technical standards and regulatory frameworks.Provide input into the development of housing and urban planning strategies, project proposals, and the identification of technical needs and gaps within the project cycle, ensuring technical quality and innovative solutions.The implementation of the delegated portfolio of housing and urban planning projects, ensuring high technical quality, adherence to regulatory standards, and compliance with donor requirements.Ensure that projects target beneficiaries most in need of technical support, using appropriate tools and methodologies to assess needs and provide innovative solutions.Evaluate project processes, identify areas for technical improvement, and provide suggestions to enhance project efficiency and effectiveness.Promotion of the rights of IDPs and returnees in line with the advocacy strategy by ensuring housing and urban planning projects adhere to rights-based approaches and technical standards.Specific Responsibilities:
The identification and implementation of housing and urban planning projects by taking on specific technical tasks such as conducting assessments, collecting data, preparing technical reports, and ensuring compliance with national housing policies and technical standards.Be actively involved in the development and maintenance of a housing and urban planning database, including the collection, entry, and analysis of data. Ensure timely communication with developers, central and local authorities, and non-governmental stakeholders to keep the database accurate and up to date.Contribute to housing needs assessments and related analysis among IDPs, people affected by the war, and other vulnerable groups.Development of reports and implementation of housing and urban planning awareness campaigns on housing rights.Provide technical support to government stakeholders in the development of policies and regulations related to housing and urban planning.Organizing workshops, training programs, and other initiatives for stakeholders at various levels, and when required, taking charge of event logistics, ensuring technical content aligns with project objectives.Provide regular progress updates to the Housing and Urban Planning CoordinatorGeneric professional competencies for this position:
