We are currently seeking qualified candidates for the position of Health Finance Policy Advisor for USAID End Tuberculosis (TB) Tajikistan Activity. The position will be based in Dushanbe, Tajikistan.
Project Background
USAID End Tuberculosis (TB) Tajikistan Activity is a five-year project funded by the U.S. Agency for International Development (USAID). USAID End Tuberculosis (TB) Tajikistan Activity aims to reduce the burden of TB in the Republic of Tajikistan. The project activity results are focuses on improving case detection and notification for all forms of TB, increasing the number of patients cured of all forms of TB, strengthening TB prevention by expanded preventive treatment and improved infection prevention and control (IPC) interventions, and strengthening TB system resilience/reliance in public health emergency.
Position Summary
Under the supervision of the Senior Technical Advisor Tuberculosis, the Health Finance Policy Advisor will provide technical expertise and guidance on health financing policies and strategies to support the achievement of project objectives. This position involves conducting assessments, analyzing health financing systems, and advising on policy reforms to strengthen TB services and improve financial sustainability in the health sector.
Key Responsibilities
Health Financing Policy Development:
- Provide technical expertise on health financing policies, strategies, and reforms related to TB control and prevention.
- Conduct assessments and analyses of the health financing landscape, including public and private financing mechanisms, insurance schemes, and donor funding.
- Identify gaps, challenges, and opportunities for improving financial sustainability and resource allocation for TB services.
- Collaborate with stakeholders to develop evidence-based policy recommendations for enhancing health financing for TB control and prevention.
- Support the design and implementation of health financing interventions, such as performance-based financing, cost-sharing mechanisms, and social health insurance.
Policy Advocacy and Stakeholder Engagement:
- Engage with government authorities, policymakers, and other relevant stakeholders to advocate for policy reforms and increased investments in TB control and prevention.
- Build and maintain strong partnerships with national and local health authorities, donor agencies, and civil society organizations to foster collaboration and knowledge exchange.
- Provide technical assistance and capacity building to government counterparts on health financing policies, strategies, and implementation.
- Contribute to policy dialogues, workshops, and conferences to promote evidence-based policy development and resource mobilization for TB services.
Monitoring and Evaluation:
- Support the development and implementation of monitoring and evaluation frameworks to assess the impact and effectiveness of health financing interventions.
- Collaborate with the Monitoring, Evaluation, and Learning (MEL) team to collect, analyze, and report on health financing data and indicators.
- Contribute to the regular reporting on project progress, results, and lessons learned related to health financing and resource mobilization.
Knowledge Management and Capacity Building:
- Stay abreast of global and regional trends in health financing and policy development for TB control and prevention.
- Share best practices, lessons learned, and innovative approaches related to health financing within the project and with external stakeholders.
- Provide technical support and capacity building to project staff, government counterparts, and implementing partners on health financing concepts and practices.
Minimum Requirements
Education:
- Master's degree in health economics, health policy, public health, or a related field.
Experience:
- Minimum 5 years of experience working on health financing policies and strategies, preferably in the context of TB control or public health programs.
- In-depth knowledge of health financing mechanisms, insurance schemes, and resource mobilization strategies.
- Familiarity with the health system and policy landscape in Tajikistan or similar contexts.
- Strong analytical skills and ability to conduct assessments and analyses of health financing systems.
- Proven experience in policy advocacy, stakeholder engagement, and building partnerships with government entities, donors, and civil society organizations.
- Excellent communication and presentation skills, with the ability to effectively convey complex health financing concepts to diverse audiences.
- Experience in monitoring and evaluation, including the development of indicators and data collection tools.
- Ability to work independently and collaboratively in a multidisciplinary team environment.
- Fluency in English, Russian and Tajiki is required.
- Position open to Tajik nationals or individuals who have the legal authority to work in Tajikistan.
