NRC works to protect the rights of displaced and vulnerable people during crisis and meet immediate humanitarian needs, prevent further displacement, and contribute to durable solutions. Through our mobile emergency response capacity, we provide lifesaving multisectoral assistance to crisis affected populations in hard-to-reach areas across South Sudan. In areas throughout the country where we have established operations, we ensure that displacement affected people are safe, can exercise their rights, access quality services and protection and secure durable solutions. To that end, we contribute to safe and stable environment needed to allow for return and reintegration or integration of displaced communities. We do this through advocacy, coordination, and collaboration, as well as integrated and multi-sectoral long-term interventions.ย 

In South Sudan, NRC established in 2004 and provides humanitarian aid and supports durable solutions with integrated and multi-sectoral long-term interventions in six core competencies:ย Livelihoods and Food Security, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, WASH and Shelter. In line with NRC global direction, our WASH and Shelter programmes are transitioning from mainly humanitarian response to support communities with more sustainable water systems and sanitation facilities in response to securing lasting solutions. Also, NRC has the ambition to grow its urban programming to facilitate durable solutions for the swelling urban population in South Sudan.

The WASH and Shelter Specialist provides overall leadership and strategic direction to WASH and Shelter programmes within NRC South Sudanโ€™s Programme Unit. S/he will be responsible to lead the technical development and implementation of the NRC WASH and Shelter programmes in South Sudan and represent NRC in relevant coordination and decision-making fora. The role will provide quality assurance for all WASH and Shelter programme activities and explore opportunities for scale-up. The Specialist will develop/update collaborative WASH and Shelter strategies, build capacity of staff through mentoring and training, and engage in identifying funding opportunities to further grow the programmes. What you will do

Key objectives for this role include:

Lead the development and revision of the WASH and Shelter and strategies. Provide technical guidance to the implementation of the WASH and Shelter strategies and macro logframes that are aligned with regional and global strategies and priorities. Compliance with and adherence to NRC policies, guidance, and procedures. Contribute to fundraising, develop, and revise funding proposals, budgets, and donor reports. Identify trends, technical standards, and donor priorities. Follow up on compliance with contractual commitments within WASH and Shelter, ensure high technical quality and synergies in project implementation.

Specific Responsibilities:

In line with NRC South Sudan Strategy, EAY Regional Strategy and the Global Strategy, lead NRCโ€™s WASH and Shelter national CC strategy process. Take the lead on quality project deliverables to ensure high technical output including but not limited to review of technical, safety assessments, bill of quantities, participate in tender processes to ensureย high quality WASH and Shelter programmes in country, in line with NRC programme policy and global strategic priorities and promote harmonisation and consistency across projects and areas of operation. Promote integrated programming (with other sectors, e.g., Livelihoods and Education) through systematic planning and cooperation in line with NRC Programme Policy, and engagement in cross-cutting initiatives. Elaborate and solidify the position and approach of NRC South Sudan regarding urban programming and facilitate sustainable response to urgent urban needs and longer-term urban development challenges. Promote and develop environmental activities and initiatives, including conducting of environmental screenings.

What you will bring

At least five years in humanitarian WASH/Shelter programming environment, including three yearsโ€™ experience in a senior level project or programme implementation position. Bachelorโ€™s Degree in relevant field with proven technical hardware expertise and hydrogeological skills, such as water engineer. An advanced academic qualification will be an added advantage. Experience working in protracted emergencies including in complex and volatile contexts. Knowledge and skills in market analysis and cash and market-based interventions. Ability to coordinate tasks and work processes and work with short deadlines. Fluency in English, both written and verbal.

Over two-thirds of South Sudanโ€™s 8.9 million people need humanitarian assistance. Deteriorating humanitarian conditions have been worsened by climate, conflict and economic shocks, the effects of Covid-19, and gender-based violence. Protection concerns remain high, with people impacted by violence having limited access to justice and the rule of law.

Continued conflict and instability in the country combined with flooding have resulted in large-scale internal and cross-border displacement. Over two million people are internally displaced (55 per cent of whom are women and girls). An additional 2.3 million South Sudanese remain refugees hosted in neighbouring countries.

Prolonged flooding, due to abnormal rainfall, impacts agriculture and intensifies existing vulnerabilities of affected people. In 2022, an estimated 8.3 million people are experiencing severe food insecurity as shocks are intensifying. The cumulative impact of recurrent flooding also contributed to the destruction and damage to water facilities, leaving vulnerable people in urgent need of WASH services and limited access to basic services including health and education.
