DUTIES AND RESPONSIBILITIES
Under the supervision of the Head of the Atmosphere and Environment Research division and in coordination with the Deutsche Gesellschaft fĂźr Internationale Zusammenarbeit (GIZ), the incumbent will perform the following duties for the \"Integrated Urban Climate, Weather and Environment Systems for Climate-smart and Resilient Cities: Thailand study (IUC4CRC):
1. Assist in regular project meetings;
2. Analyse the process developed in the planning phase of the project, with particular attention to the current database landscape at TMD and the fit of the proposed providers to their case;
3. Work with TMD and project partners to find the best feasible solution for a climatological database (CLDB) and draft recommendations for design of the CLDB for procurement;
4. Conduct at least one field visit to TMD's Climate Centre and other operational centres as needed;
5. Support the provider to establish an implementation workplan and timeline;
6. Supervise the deployment of the CLDB at TMD;
7. Support the identification of training priorities and delivery of trainings by CLDB provider;
8. Ensure sustainability of the solution: identify roles and profiles not in TMD's Climate Centre team and provide recommendations on further improvements of data management at TMD;
9. Carry out other relevant duties as required. QUALIFICATIONS
Education
Bachelor or Masters degree in information technology, data science or related field is required.
Experience
- At least 7 years of programing and at least 5 of dealing with hydrological data.
- Demonstrated proficiency in relevant programming languages.
- Database management skills (e.g., MySQL).
- Experience in managing climatological, meteorological, or hydrological data.
- Experience with training on database management or related fields.
- Ability to understand and translate data requirements into technical solutions which are operationally viable.
- Ability to assess technical and financial capacities and provide critical feedback.
- Effective communication and collaboration with clients, stakeholders, and team members.
- Ability to deliver projects on time and within budget.
Other requirements
- Great notions of Excel programming language Visual Basic for Application.
- Familiar with database management.
- Notions of SQL and the basics of data management and data analysis.
- Knowledge of Macro and Python is a plus.
Languages
Excellent knowledge of English (both oral and written).
Knowledge of Thai is desirable. Knowledge of other official languages of WMO would be an advantage.
