DUTIES AND RESPONSIBILITIES

a) Work in close collaboration with the WMO Secretariat;

b) Collaborate with the NFCS expert and specialized IUS experts;

c) Participate in regular check-ins/consultation meetings with TMD, GIZ, and WMO;

d) Participate in an inception meeting with TMD and GIZ to design a detailed workplan (activities and timeline) according to the IUS roadmap developed by WMO;

e) Conduct a comprehensive introductory workshop with TMD on IUS in Thailand, following the WMO Step-by-step Guidelines, best practices, and case studies;

f) Conduct trainings through various formats (online/onsite lectures and hands-on activities) on urban climate, including but not limited to introduction to urban climate and theories, urban climate models, data input preparation, tools and programming;

g) Oversee and provide technical support in the delivery of IUS products tailored to each pilot city (including data collection, data analysis, reanalysis, and bias correction);

h) Support the analysis of IUS questionnaires developed by WMO;

i) Conduct an initial assessment of IUS in the pilot cities and follow-up with relevant entities;

j) Support the creation of user interface platforms at the city level (incl. design and delivery verification workshops);

k) Accompany TMD on selected visits to the pilot cities;

l) Coordinate closely with selected experts on prioritized topics (i.e. urban flood, urban heat island effect, air pollution/quality management) for IUS, including the integration of these blueprints into the final synthesis report;

m) Summarize the above activities in the Synthesis Report on the development of integrated services in Thailand, including lesson learnt to be input in the Thailand National Framework for Climate Services.
QUALIFICATIONS
Education
Masters or PhD in climate science, meteorology or equivalent. At least 10 years of work experience in cities and weather/climate.

Experience
- 10 years' experience working in urban climate, urban environments, urban issues related to climate change, adaptation, and/or mitigation.

- Experience in implementing or delivering Integrated Urban Hydrometeorological Climate and Environmental Services.

- Experience in designing multi-stakeholder processes, preferably at government administrative levels or in a capacity related to the UN system.

- Experience in translating technical requirements and project results into summary reports for policymakers or practitioners.

- Experience working in the Southeast Asian context is required.

- Ability to effectively communicate with a wide range of stakeholders and team members.

- Ability to deliver projects on time and within budget.

Other requirements
- Ability to develop innovative solutions to address challenging situations.

- Excellent oral and written communication skills. Proven analytical and writing skills.

- Availability and willingness to travel to Thailand up to 3 weeks throughout the duration of the consultancy

Languages
Excellent knowledge of English (both oral and written). Thai would be a plus. Knowledge of other official languages of WMO would be an advantage.
