DUTIES AND RESPONSIBILITIES

The Internal Oversight Office (IOO) is committed to maintaining high standards of internal audit and investigation practices. To ensure compliance with new Global Internal Audit Standards and to integrate the latest developments in investigative approaches, including a victim-centered approach in SEA/SH (Sexual Exploitation, Abuse, and Sexual Harassment) investigations and misconduct handling, IOO seeks to engage an Internal Oversight Consultant. This consultant will also assist in conducting internal audits.

The primary objective of this consultancy is to enhance the internal audit and investigation frameworks of the IOO, ensuring alignment with the latest global standards and best practices, and to support the IOO in executing its approved plan of work. The incumbent will perform the following duties:

1. Update Internal Audit Manual:

a. Review and revise the existing Internal Audit Manual to ensure compliance with the new Global Internal Audit Standards;
b. Incorporate industry best practices and emerging trends in internal auditing;
c. Ensure that the manual aligns with the strategic objectives and operational realities of the IOO.

2. Update Investigation Manual:

a. Review and update the existing Investigation Manual, integrating the latest developments in investigative procedures;
b. Incorporate a victim-centered approach in SEA/SH investigations;
c. Update procedures for handling misconduct, ensuring alignment with international best practices and IOO's policies;

3. Conduct Internal Audits:

a. Perform internal audits (processes, programmes, initiatives, projects, IT, etc.) as per the approved plan of work of the IOO;
b. Develop audit plans, execute audit fieldwork, and prepare audit reports;
c. Provide recommendations for improvements and follow up on the implementation of audit recommendations.

4. Carry out other relevant duties as required.
QUALIFICATIONS
Education
- A bachelor's degree in public or business administration, auditing, finance or other related area from a recognized university.

- A professional qualification in internal audit (e.g., CIA, CISA, CFE, CA) or equivalent
Experience
- A minimum of seven (7) years of experience in internal auditing, including updating audit manuals and conducting internal audits.

- Proven experience in investigations, particularly in SEA/SH and misconduct cases.

- Strong knowledge of global internal audit standards and best practices.

- Excellent analytical, writing, and communication skills.

Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of WMO would be an advantage.
